1. An Amendment to the Victorville Municipal Code with an environmental exemption,\nrepealing and amending various chapters and sections of Title 8 (Fire) of the\nVictorville Municipal Code to adopt the 2025 edition of the California Fire Code as\nmandated by the State of California\nThat the Honorable City Council:\n(1) Open and conduct a Public Hearing;\n(2) Close the Public Hearing;\n(3) Find the adoption of Ordinance No. 2460 exempt from the California\nEnvironmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15061(b)\n(3);\n(4) Introduce Ordinance No. 2460 for second reading by title only;\n(5) Waive further reading in full of proposed Ordinance No. 2460.\nCONSENT CALENDAR

Appointment of Mayor and Mayor Pro Tem\nThat Your Honorable City Council\n(1) Direct the City Clerk to open nominations for the office of Mayor, take\nnominations, announce the outcome of the vote and declare the appointment upon\na majority vote of the Council;\n(2) Should the Council come to consensus on the office of Mayor, the newly\nappointed Mayor shall preside over the process for the office of Mayor Pro Tem,\nunless he/she prefers the City Clerk to facilitate the appointment; and\n(3) Open nominations for the office of Mayor Pro Tem, take nominations, and have\nthe City Clerk announce the outcome of the vote and declare the appointment upon\na majority vote of the Council.

11. Establish a Four-Way Stop Control for the Intersection of Bear Valley Road and\nMesa View Drive\nThat the Honorable City Council adopt Resolution No. 25-082, establishing a four-\nway stop control for the intersection of Bear Valley Road and Mesa View Drive.

12. Medical Respite Grant Agreement with Kaiser Foundation Hospitals to provide the\nCity with funding for strengthening health and housing pathways through Wellness\nCenter recuperative care navigation\nThat the Honorable City Council take the following actions:\n(1) Adopt Resolution No. 25-084, accepting the Strengthening Health and Housing\nPathways Through Wellness Center Recuperative Care Navigation Grant with the\nKaiser Foundation Hospitals providing the City with $150,000.00 for advancing the\nmedical respite ecosystem, and authorizing the City Manager to finalize all\ndocuments needed and to execute the grant contract; and\n(2) Adopt Resolution No. 25-085, amending the annual budget for Fiscal Year\n2025-2026 to reflect an additional appropriation in the amount of $150,000.

13. Budget Amendment - Round 4 and 5 Permanent Local Housing Allocation (PLHA)\nProgram\nThat the Honorable City Council approve Resolution No. 25-083, authorizing an\namendment to the annual budget for Fiscal Year 2025/2026 to reflect an additional\nappropriation of revenues and expenditures in the amount of $958,251.00.

Commercial Demand Schedule No. 10\nThat the City Council and Board of Directors ratify Commercial Demand Schedule\nNo. 10 in the amount of $4,556,244.97, covering Electronic Fund Transfers No.\n346728 through 346873 and Warrant No. 801776 through 801924 for 10/30/2025\nthrough 11/12/2025, per the adopted budget for Fiscal Year 2025-2026 for the\nperiod covering July 1, 2025 through June 30, 2026.

5. Payroll Demand Schedule No. 3A\nThat the City Council and Board of Directors ratify Payroll Demand Schedule No.\n3A for the payroll period of August 29, 2025, through September 12, 2025, in total\namount of $2,596,750.86. This total includes:\n•\nEmployee Check Nos. 34679 through 34685 and 34695 in the amount of\n$7,215.36.\n•\nVendor Check Nos. 34686 through 34693 in the amount of $5,747.42.\n•\nAdvice Nos. 333387 through 334041 in the amount of $1,669,209.79; and\n•\nVendor Electronic Payments totaling $914,578.29.\nAll expenditures are consistent with the adopted Fiscal Year 2025–2026 Budget\n(covering July 1, 2025, through June 30, 2026).

6. Release of Securities for Tract Map No. 17090\nThat the Honorable City Council approve the full release of the Water, Sewer,\nDrainage, and Street Improvements Faithful Performance Securities for Tract Map\nNo. 17090.

7. Notice of Completion – Hook Park Soccer Field Lighting Installation, Project CC24-\n077\nThat the Honorable City Council:\n(1) Accept as complete and approve the Notice of Completion for the Hook Park\nSoccer Field Lighting Installation, Project CC24-077; and\n(2) Authorize the City Manager to execute the Notice of Completion.
