Convene Annual Meeting of Walnut Public Financing Authority - The Walnut\nImprovement Agency established the Walnut Public Financing Authority for the\npurpose of issuing bonds, and the Authority is required to hold an annual meeting.\nThe officers of the Authority are the same as the officers of the City Council.\nA. 12. Approve First Amendment to Legal Services Agreement\nRecommendation: That the City Council and the Walnut Housing Authority\napprove the First Amendment to Legal Services Agreement with Leibold\nMcClendon & Mann, P.C.

Continued from July 10, 2024 - Ordinance No. 24-03: An Ordinance\npertaining to the establishment of a change of occupancy program\nRecommendation: That the City Council introduce by title only and waive\nfurther reading of Ordinance No. 24-03, “An Ordinance of the City Council of the\nCity of Walnut, Amending Title III, (Public Health, Safety and Welfare), of the\nWalnut Municipal Code (WMC) Pertaining to the Establishment of a Change in\nOccupancy Program to Protect Residential Properties from Neglect or a Lack of\nMaintenance.”\nCOUNCIL CONSENT CALENDAR: The Consent Calendar items listed below are\nconsidered and acted upon under one motion unless an individual item or items are removed by a\nCouncilmember for further consideration or explanation.\nThere will be no dialogue/debate unless a Council Member requests otherwise on the following\nmatters:

4. Resolution No. 24-44 - A Resolution of the City of Walnut Allowing Certain\nClaims and Demands in the Amount of $292,383.74 Demand No. 168713\nthrough No. 168748, Both Inclusive Fiscal Year 2024-25\nRecommendation: That the City Council adopt Resolution No. 24-44.

5. Approve First Amendment to Legal Services Agreement\nRecommendation: That the City Council and the Walnut Housing Authority\napprove the First Amendment to Legal Services Agreement with Leibold\nMcClendon & Mann, P.C.

6. Agreement for Vendor Services with Pumpman for Two Pump Replacements\nin Zone 9\nRecommendation: That the City Council:\n1. Approve the Agreement for Vendor Services with Pumpman in the amount of\n$32,781.00 for the replacement of two 25hp booster pumps in Zone 9;\n2. Authorize the City Manager to sign the contract on behalf of the City in\nsubstantially the form attached and in such final form as approved by the City\nAttorney; and\n3. Authorize staff to issue a Purchase Order to Pumpman in the amount of\n$32,781.00.

7. Award of Bid – School Crossing Guard Contract Services\nRecommendation: That the City Council approve and authorize the City\nManager to sign the Vendor Services Agreement for Crossing Guard Services in\nsubstantially the form attached and in such final form as approved by the City\nAttorney.

8. Mayor’s Agency Representatives\nRecommendation: That the City Council receive and file this informational\nreport.

9. Notice of Decision – July 24, 2024, Planning Commission Meeting\nRecommendation: That the City Council:\n1. Receive and File the “Notice of Decision” by the Planning Commission at its\na. Request for Continuance – General Plan Amendment 2024-01 and\nZoning Amendment 2024-01 related to Warehousing and Logistic\nCenter Uses.\nb. Alamo Villages Project Located at 750 Nogales Street.
