3. Agreement for Vendor Services with Pyro Spectaculars, Inc. for $42,000 for\nthe 2025 Walnut Fourth of July Fireworks Show\nRecommendation: That the City Council:\n1. Approve the Agreement for Vendor Services with Pyro Spectaculars, Inc. in\nthe amount of $42,000 for the 2025 City Fireworks Show;\n2. Authorize the City Manager to sign the contract on behalf of the City in\nsubstantially the form attached and in such final form as approved by the City\nAttorney; and\n3. Authorize staff to issue a Purchase Order to Pyro Spectaculars, Inc. in the\namount of $42,000.

4. Preparation of the Multi-Jurisdictional Hazard Mitigation Plan\nRecommendation: That the City Council:\n1. Award a Professional Services Agreement (PSA) to Emergency Planning\nConsultants (EPC) to provide professional services to prepare a Multi-\nJurisdictional Hazard Mitigation Plan; not to exceed an amount of\n$140,000.00 without City Council authorization.\n2. Approve the PSA beginning April 24, 2025, and expiring when the Project is\ndeemed completed;\n3. Authorize the City Manager to execute and administer the PSA in\nsubstantially the form attached, and in such final form as approved by the City\nAttorney; and\n4 Appropriate $90,000.00 from the General Fund to account 01-5000-6216 to\nfund the project to the end of the current Fiscal Year 2024-2025 (the\nremaining project costs will be included in the Fiscal Year 2025-2026\nBudget).
