4. Preparation of the Multi-Jurisdictional Hazard Mitigation Plan Recommendation: That the City Council: 1. Award a Professional Services Agreement (PSA) to Emergency Planning Consultants (EPC) to provide professional services to prepare a Multi- Jurisdictional Hazard Mitigation Plan; not to exceed an amount of $140,000.00 without City Council authorization. 2. Approve the PSA beginning April 24, 2025, and expiring when the Project is deemed completed; 3. Authorize the City Manager to execute and administer the PSA in substantially the form attached, and in such final form as approved by the City Attorney; and 4 Appropriate $90,000.00 from the General Fund to account 01-5000-6216 to fund the project to the end of the current Fiscal Year 2024-2025 (the remaining project costs will be included in the Fiscal Year 2025-2026 Budget).
