14.\nBingo Permit Application Submitted by the Walnut Senior Club Request for\nFacility Use and Fee Waiver\nRecommendation: That the City Council approve the bingo permit\napplication submitted by the Walnut Senior Club for the fiscal year 2025/26\nending June 30, 2026; approve use of the Walnut Senior Center facility,\nwaive pertinent facility use fees, waive bingo permit application fee and\nmonthly gross receipts fees; and accept a bi-monthly donation of $350.00.

19.\nAdoption of the 2025-26 Walnut Housing Authority (WHA) Budget\nRecommendation: That the Walnut Housing Authority Members adopt the\nWalnut Housing Authority (WHA) Budget for Fiscal Year 2025-26.

2.\nResolution No. 25-23 – Adoption of the Fiscal Year 2025-26 to Fiscal Year\n2029-30 Capital Improvement Plan (CIP)\nRecommendation: That the City Council:\n1. Open the Public Hearing;\n2. Hear the Staff Report;\n3 Solicit input on this item;\n4. Close the Public Hearing; and\n5. Adopt Resolution No. 25-23, “A Resolution of the City Council of the City of\nWalnut, adopting the Capital Improvement Plan for Fiscal Year 2025-26 to\nFiscal Year 2029-30”.\nCOUNCIL CONSENT CALENDAR:\nThe Consent Calendar items listed below are\nconsidered and acted upon under one motion unless an individual item or items are removed by a\nCouncilmember for further consideration or explanation.\nThere will be no dialogue/debate unless a Council Member requests otherwise on the following\nmatters:

4.\nThat the City Council adopt Resolution No. 25-24.\nResolution No. 25-25 - To Establish the 2025-26 Appropriation Limit\nRecommendation: That the City Council approve and adopt Resolution No.\n25-25 establishing the appropriation limit for Fiscal Year 2025-26 in the amount\nof $37,931,956.

5.\nApprove Resolution No. 25-26: Walnut City Employee’s Association\nClassified & Permanent Part-time 2025 to 2027 Memorandum of\nUnderstanding; and Resolution No. 25-27 - Personnel Rules and Regulations\nRecommendation: That the City Council:\n1. Adopt Resolution No. 25-26, approving the Memorandum of Understanding\n(MOU) for the Classified and Permanent Part-Time Unit of the Walnut City\nEmployee’s Association (WCEA) for the period of July 1, 2025, to June 30,\n2027; and\n2. Adopt Resolution No. 25-27, amending the Personnel Rules and Regulations\nby changing sections related to the approved MOU with Classified and\nPermanent Part-Time Employees.

6.\nResolution No. 25-28 – 2025 Walnut Dial-A-Cab (DAC) Program\nModification(s)\nRecommendation: That the City Council:\n1. Hear the staff report; and\n2. Adopt Resolution No. 25-28, approving modifications to the Walnut Dial-ACab program which includes implementing a flat $1 fare for all eligible rides,\nadjusting the service area boundaries and expanding the list of eligible\nfacilities.

7.\nResolution No. 25-31 - Summary Vacation of a Portion of Valley Boulevard\nRecommendation: That the City Council adopt Resolution No. 25-31, “A\nResolution of the City Council of the City of Walnut summarily vacating a\nportion of Valley Boulevard within the City of Walnut and as more particularly\ndescribed in said Resolution.

8.\nOrdinance No. 25-04 – To Amend and replace Title 6 (Planning and Zoning),\nChapter 6.08 (Zoning Provisions in General), Section 6.08.210 (Accessory\nHousing) of the Walnut Municipal Code (WMC) relating to Accessory\nDwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs)\nRecommendation: That the City Council adopt, by title only, and waive further\nreading of Ordinance No. 25-04, “An Ordinance of the City Council of the City of\nWalnut, County of Los Angeles, California, to amend in its entirety Walnut\nMunicipal Code (WMC) Title 6 (Planning and Zoning), Chapter 6.08 (Zoning\nProvisions in General), Section 6.08.210 (Accessory Housing), relating to\nAccessory Dwelling Units and Junior Accessory Dwelling Units and determining\nthe Ordinance to be exempt from CEQA.”
