11.\nContingency Increase from 10% to 20% - Snow Creek Park Improvements\nProject (Phase 2) – Green Giant Landscape, Inc.\nRecommendation:\n1.\nApprove an increase in the contingency allowance for the Snow Creek Park\nImprovements Project (Phase 2) with Green Giant Landscape, Inc, from 10%\nto 20% of the contract amount; and\n2. Authorize staff to issue change orders to Green Giant Landscape, Inc. not to\nexceed 20% of the contract award amount ($106,000).

12.\nTreasury & Investment Report – 1st Quarter FY 2025/2026\nRecommendation:\nThat the City Council receive and file the report.

13.\nMt. San Antonio College – Pedestrian Bridge Sign Update\nRecommendation:\nThat the City Council Receive and File this update. Staff\nwill continue to keep the Council updated on the project status for the City of\nWalnut gateway entry sign to be installed on the pedestrian bridge spanning Temple\nAvenue.

14.\nNotice of Decision - November 19, 2025 Planning Commission Meeting\nRecommendation:\nThat the City Council:\n1. Receive and File the “Notice of Decision” by the Planning Commission (PC) at\nits November 19, 2025 Meeting, for the following Item(s)/Project(s):\na.\nContinued from the May 21, 2025 PC Meeting: Residential Project at 20003\nValley Boulevard;\nb. The “Brookside” Project;\nc.\nSite Plan Case & Architectural Review (SPC/AR 2025-087);\nd.\nSite Plan Case & Architectural Review (SPC/AR 2025-099).

15.\nBi-Annual Sport Group and Tournament Field Use Request - Spring 2026\nRecommendation:\nThat the City Council:\n1. Approve the Bi-Annual Use Agreements for January 2026 through June 2026\nfor American Youth Soccer Organization, Walnut Youth Softball, Walnut Pony\nBaseball, and DBWV-FC Man United for the following use requests, and the\nfollowing Sunday Use and tournament requests, and\n2. Authorize the Public Works Director to execute and administer said\nAgreements in substantially the form attached and in such final form as\napproved by the City Attorney.\nField Use Requests:\na) Butterfield Park: Use by FC Man United Soccer Club from January 19, 2026\nthrough June 12, 2026;\nb) Suzanne Park: Use by Walnut Youth Softball from January 10 & 17, 2026 for\ntryouts, and from January 26, 2026 through May 8, 2026 for regular season use;\nc) Walnut Ranch Park: Use by AYSO from January 19, 2026 through June 13,\n2026* and by FC Man United Soccer Club (Field D) from January 19, 2026\nthrough June 14, 2026*, including Sunday use as previously approved. 7.\nResolution No. 25-58 – Seasonal Part-Time Salary Schedule\nRecommendation:\nThat the City Council adopt Resolution No. 25-58, amending\nthe Seasonal Part-Time Salary Schedule (Attachment 2) to comply with State\nminimum wage requirements. Salary Schedules for Executive, Management, and\nClassified units will not be affected at this time.

8.\nResolution No. 25-59 – Request by Valley Vista Services for an Annual Rate\nAdjustment\nRecommendation:\nThat the City Council adopt Resolution No. 25-59:\n1.\nSetting fees for refuse, recycling, green waste and commercial collection\nwithin the City of Walnut; and\n2.\nApproving a 9.34% rate adjustment that includes the Consumer Price Index\n(CPI) increase for residential, commercial, and special rates effective on or\nafter February 1, 2026, and adjustment due to Regional Landfill Closures and\nDisposal Cost Increases, subject to Valley Vista Services providing all\ncustomers with the required 30-day notification.

9.\nOrdinance No 25-06 – Adoption of Ordinance No. 25-06 – Amending Section\n1.08.040(l) of the Walnut Municipal Code to Increase City Council\nCompensation\nRecommendation:\nThat the City Council adopt Ordinance No. 25-06, “An\nOrdinance of the City Council of the City of Walnut, California, Amending Section\n1.08.040(I) of the Walnut Municipal Code to Increase City Council Compensation”\nto $950 per month.
