4) CONSIDERATION OF RESOLUTION NO. 2023-5 RATIFYING PROCLAMATION NO.\n2023-01 PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY RELATED TO\nSEVERE WINTER STORMS\nStaff recommends that the City Council adopt the following resolution:\nRESOLUTION NO. 2023-5 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, RATIFYING PROCLAMATION NO. 2023-1\nPROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY RELATED TO\nSEVERE WINTER STORMS\nCOMMUNITY DEVELOPMENT

5) CONSIDERATION OF PROFESSIONAL SERVICES AGREEMENT FOR BUILDING AND\nSAFETY SERVICES WITH TRANSTECH ENGINEERS, INC.\nIt is recommended that the City Council:\n1. Award Request for Proposals No. 71-020 for Building and Safety Services to Transtech\nEngineers, Inc.\n2. Authorize the City Manager to execute a Professional Services Agreement with Transtech\nEngineers, Inc. for Building and Safety services for a three-year term, commencing\nJanuary 18, 2023 and ending January 17, 2026, with two optional one-year extensions\ncontingent upon satisfactory performance, in substantially the form as attached and in\nsuch final form as approved by the City Attorney;\n3. Authorize the City Manager to approve any extensions and execute amendments\nproviding for such extensions.

6) CONSIDERATION OF CONSTRUCTION AGREEMENT FOR THE CITYWIDE PEDESTRIAN\n& VEHICLE TRAFFIC SAFETY IMPROVEMENTS FY 22-23 - PROJECT NO. 23027\nIt is recommended that the City Council take the following actions:\n1. Award the construction agreement for the Citywide Pedestrian & Vehicle Traffic Safety

Improvements (Project No. 23027) to Superior Pavement Markings, Inc. as the lowest\nresponsible bidder;\n2. Authorize the City Manager to execute an agreement with Superior Pavement Markings,\nInc. for $232,916.00, in substantially the form as attached and in such final form as\napproved by the City Attorney;\n3. Authorize 15% of the awarded contract amount as contingency allowance to be used, if\nnecessary, with the City Manager's approval, for unforeseen conditions;\nnecessary, with the City Manager's approval, for unforeseen conditions;\n4. Authorize the City Manager to negotiate and execute any amendments to the agreement;\n5. Find that the project is categorically exempt from the California Environmental Quality Act\n(CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or Reconstruction).\nFINANCE DEPARTMENT\n7) CONSIDERATION OF ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND\nOTHER RELATED REPORTS FOR THE YEAR ENDED JUNE 30, 2022\nIt is recommended that the City Council receive and file the following letters and financial\nreports for the year ended June 30, 2022:\nAnnual Comprehensive Financial Report;\nGovernment Auditing Standards Letter;\nAudit Communication Letter; and\nCommunity Financial Report.

8) CONSIDERATION OF UPGRADE TO MICROWAVE SYSTEM INFRASTRUCTURE\nIt is recommended that the City Council:\n1. Authorize the City Manager to issue a Purchase Order in the amount of $1,017,589.00 to\nMicrowave Networks Inc. to upgrade the City's microwave infrastructure;\n2. Authorize the City Manager to execute any agreements and documents necessary\nto upgrade the City's microwave infrastructure, in such form as approved by the City\nAttorney; and\n3. Authorize the City Manager to execute any amendments to the Purchase Order or any\nagreements entered into in connection with the upgrade of the microwave infrastructure,\nprovided that the total cost for the upgrade does not exceed $1,100,000.00.

9) CONSIDERATION OF A RESOLUTION AMENDING THE FY 2022-2023 BUDGET\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2023-3 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE\nFISCAL YEAR COMMENCING JULY 1, 2022 AND ENDING JUNE 30, 2023\n(MID-YEAR ADJUSTMENTS)\nHUMAN RESOURCES/RISK MANAGEMENT
