2) CONSIDERATION OF PROPOSITION A EXCHANGE WITH FOOTHILL TRANSIT\nIt is recommended that the City Council approve the following:\nIt is recommended that the City Council approve the following:\n1. Exchange of $2,500,000 in Proposition A Local Return funds for $1,875,000 in general\nfunds with Foothill Transit; and\n2. Authorize the City Manager to execute the Assignment Agreement with Foothill Transit, in\nsubstantially the form as attached and in such final form as approved by the City Attorney.

3) CONSIDERATION OF THE THIRD QUARTER FINANCIAL REPORT AND BUDGET\nAMENDMENT FOR FISCAL YEAR 2022-23\nIt is recommended that the City Council take the following actions:\n1. Receive and file the Third Quarter Financial Report for Fiscal Year 2022-23; and\n2. Adopt the following resolution:\nRESOLUTION NO. 2023-28 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE\nFISCAL YEAR COMMENCING JULY 1, 2022 AND ENDING JUNE 30, 2023 (THIRD\nQUARTER FINANCIAL REPORT)

4) CONSIDERATION OF SINGLE AUDIT REPORT FOR THE YEAR ENDED JUNE 30, 2022\nIt is recommended that City Council receive and file the Single Audit Report on Federal Award\nPrograms for the year ended June 30, 2022.

5) ANNUAL REVIEW OF FINANCIAL POLICIES\nIt is recommended that the City Council adopt the following resolution:\nRESOLUTION NO. 2023-25 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA, APPROVING THE CITY OF WEST\nCOVINA STATEMENT OF INVESTMENT POLICY

6) PROPOSED FISCAL YEAR 2023-24 OPERATING AND CAPITAL IMPROVEMENT\nPROGRAM BUDGET\nIt is recommended that City Council receive and file the update regarding the Proposed FY\n2022-23 Operating and Capital Improvement Program Budget.\nPUBLIC SERVICES

7) CONSIDERATION OF AMENDMENTS TO AGREEMENTS WITH UBER TECHNOLOGIES,\nINC.\nIt is recommended that the City Council:\n1. Approve the First Amendment to the Uber Central Agreement with Uber Technologies, Inc.\n(Uber).\n2. Approve the First Amendment to the Uber Vouchers for Transit Agencies Agreement with\nUber.\n3. Authorize the City Manager to execute the amendments.\n4. Authorize the City Manager to negotiate and execute future amendments extending the\nterms of the agreements, provided that the total cost of the program does not exceed\n$100,000.\nEND OF CONSENT CALENDAR\nHEARINGS

8) FISCAL YEAR (FY) 2023-2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nACTION PLAN\nIt is recommended that the City Council take the following actions:\n1. Approve the proposed Fiscal Year (FY) 2023-2024 CDBG Action Plan; and\n2. Designate the City Manager, or the City Manager’s designee, as the\nofficial representative of the City to administer the programs and to execute\nand submit all required agreements, certifications, and documents required by U.S.\nDepartment of Housing and Urban Development (HUD), and execute all subrecipient\nagreements for the use of funds approved in the 2023-2024 Annual Action Plan; and\n3. Authorize the City Manager to negotiate and execute all necessary\ndocuments, in such final form as approved by the City Attorney, to carry out the City\nCouncil's direction.

9) CONSIDERATION OF SUMMARY OF INVESTIGATION AS REQUESTED BY THE CITY OF\nWEST COVINA IN THE MATTER OF: LAND ACKNOWLEDGMENT INCIDENT AT\nCENTENNIAL EVENT\nIt is recommended that the City Council receive and file report regarding the land\nacknowledgment incident that occurred on February 18, 2023.\nCITY COUNCIL COMMENTS
