3) CONSIDERATION OF EXTENSIONS TO TRANSPORTATION AND LEASE AGREEMENTS\nWITH MV TRANSPORTATION, INC.\nIt is recommended that the City Council take the following actions:\n1. Approve a one (1) year extension to both the Transportation Services Agreement and the\nLease Agreement with MV Transportation, Inc., extending the terms of both agreements\nthrough September 2, 2025; and\n2. Approve MV Transportation, Inc.'s cost proposal for the one-year extension to the\nTransportation Services Agreement, including the option for in-vehicle technology\ntracking; and\n3. Authorize the City Manager to negotiate and execute amendments memorializing the\nextensions and the maximum annual cost for the transportation services as outlined in\nMV Transportation Inc.'s cost proposal, in such final form as approved by the City\nAttorney.

4) CONSIDERATION OF ACCEPTANCE OF FUNDING FROM CALIFORNIA OFFICE OF\nEMERGENCY SERVICES HAZARD MITIGATION GRANT PROGRAM\nIt is recommended that the City Council take the following actions:\n1. Accept grant funding from the California Governor's Office of Emergency Service (Cal\nOES) Hazard Mitigation Grant Program in the amount of $209,950;\n2. Authorize the City Manager to negotiate and execute grant agreements with Cal OES and\nthe Federal Emergency Management Agency (FEMA), in such form as approved by the\nCity Attorney;\n3. Authorize the City Manager to negotiate any amendments to the agreements in such form\napproved by the City Attorney; and\n4. Approve the following resolution:\nRESOLUTION NO. 2024-57 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT\nFOR THE FISCAL YEAR, COMMENCING JULY 1, 2024 AND ENDING JUNE 30,\n2025 (CAL OES AND FEMA HAZARD MITIGATION GRANT)

5) CONSIDERATION OF MEASURE A ANNUAL ALLOCATION GRANT AGREEMENT WITH\nLOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT\nIt is recommended that the City Council take the following actions:\n1. Authorize the City Manager to negotiate and execute the Measure A Annual Allocation\nGrant Agreement with the Los Angeles County Regional Park and Open Space District\nand any other documents required in connection with the City's Annual Allocations, in\nsuch final form as approved by the City Attorney; and\n2. Authorize the City Manager to negotiate any amendments to the agreement in such form\nas approved by the City Attorney.

6) CONSIDERATION OF LETTER AGREEMENT WITH THE SAN GABRIEL VALLEY COUNCIL\nOF GOVERNMENTS FOR PARTICIPATION IN THE SAN GABRIEL VALLEY REGIONAL\nFOOD RECOVERY PROGRAM\nIt is recommended that the City Council authorize the City Manager to sign the Letter\nAgreement with the San Gabriel Valley Council of Governments for participation in the San\nGabriel Valley Regional Food Recovery Program (“Program”).\nCOMMUNITY DEVELOPMENT
