2) CONSIDERATION OF AWARD FOR THE CITY'S WEBSITE RE-DESIGN PROJECT\nIt is recommended that the City Council take the following actions:\nIt is recommended that the City Council take the following actions:\n1. Award Request for Proposals (“RFP”) No. 202404 for the City’s new website re-design to\nCivicPlus, LLC; and\n2. Authorize the City Manager to negotiate and execute an agreement with CivicPlus, LLC, in\nsuch final form as approved by the City Attorney.

3) CONSIDERATION OF AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 2 OF THE\nWEST COVINA MUNICIPAL CODE REGARDING MAYORAL SELECTION AND DUTIES\nIt is recommended that the City Council introduce the following ordinance:\nORDINANCE NO. 2523 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nWEST COVINA, CALIFORNIA, AMENDING ARTICLE II (CITY COUNCIL) OF CHAPTER\n2 (ADMINSTRATION) OF THE WEST COVINA MUNICIPAL CODE RELATING TO\nMAYORAL SELECTION AND DUTIES AND MAKING A DETERMINATION THAT THE\nORDINANCE IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\n(CEQA) PURSUANT TO CEQA GUIDELINES SECTION 15061(B)(3) (COMMON SENSE\nEXEMPTION)\nCOMMUNITY DEVELOPMENT

4) CONSIDERATION OF AGREEMENT FOR THE CITYWIDE PEDESTRIAN & VEHICLE\nTRAFFIC SAFETY IMPROVEMENTS FY 2024-25 - PROJECT NO. C23027\nIt is recommended that the City Council take the following actions:\n1. Award the construction agreement for the Citywide Pedestrian & Vehicle Traffic Safety\nImprovements FY 24-25 (Project No. 23027) to Superior Pavement Markings, Inc. as the\nlowest responsible bidder;\n2. Authorize the City Manager to execute an agreement with Superior Pavement Markings,\nInc. in an amount not to exceed $265,709.00, in substantially the form as attached and in\nsuch final form as approved by the City Attorney;\n3. Authorize 15% of the awarded contract amount as contingency allowance to be used, if\nnecessary, with the City Manager's approval, for unforeseen conditions;\n4. Authorize the City Manager to negotiate and execute amendments to the agreement within\nthe authorized contingency; and\n5. Find that the project is categorically exempt from the California Environmental Quality Act\n(CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or Reconstruction).

5) CONSIDERATION OF AGREEMENT WITH PBK ARCHITECTS, INC. FOR DESIGN\nSERVICES FOR FIRE STATION 1 REPLACEMENT - PROJECT NO. 23002\nIt is recommended that the City Council take the following actions:\n1. Award the Request for Qualifications (RFQ) for design services of Fire Station 1\nReplacement Project to PBK Architects, Inc.; and\n2. Authorize the City Manager to negotiate and execute a Professional Services Agreement\nwith PBK Architects, Inc., with an original maximum compensation amount not to exceed\n$799,500, in such final form as approved by the City Attorney.\nFINANCE DEPARTMENT

7) CONSIDERATION OF DESIGNATION OF VOTING DELEGATE AND ALTERNATES FOR\nLEAGUE OF CALIFORNIA CITIES 2024 ANNUAL CONFERENCE GENERAL ASSEMBLY\nIt is recommended that the City Council designate a voting delegate and voting delegate\nalternates for the General Assembly at the League of California Cities 2024 Annual Conference\nand Expo.
