5.2 City of Westminster Three-Year Strategic Plan and Updated Six-Month\nObjectives.\nRECOMMENDATION: Staff recommends that the Mayor and City Council adopt\nthe six-month strategic objectives matrix for February 7, 2023 through August 1,\n2023.

5.3 Adopt a Resolution Declaring the City’s Intent to Sell City-Owned Property\nAdjacent to the I-405 Freeway to OCTA for the I-405 Freeway Improvement\nProject and Set a Date for a Public Hearing.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF CITY OF WESTMINSTER, CALIFORNIA, DECLARING ITS\nINTENT TO SELL REAL PROPERTY TO THE ORANGE COUNTY\nTRANSPORTATION AUTHORITY”; and\nB. Set a Public Hearing for March 22, 2023 for consideration of protests to the\nproperty sale; and\nC. Consider the addition of approximately half an acre of new parkland to\nMargie L. Rice Park, if the sale is approved.

5.4 Revision to Process for Placement of Agenda Items.\nRECOMMENDATION: Staff recommends that the Mayor and City Council\nconsider and provide direction regarding the process for placing items on the\nagenda, clarifying the mayor’s ability to add items independently.

5.5 Request to Designate the Tet Parade as a City-Sanctioned Community Event.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider\nMayor Nguyen’s request to designate the Tet Parade as a City-sanctioned event and\nprovide direction to staff regarding the planning of the next Tet Parade.
