4.2 Public Hearing - Approval of the Westminster Mall Specific Plan Reimbursement\nFee.\nRECOMMENDATION: Staff recommends that the Mayor and City Council adopt a\nResolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE\nCITY OF WESTMINSTER, CALIFORNIA, APPROVING THE WESTMINSTER MALL\nSPECIFIC PLAN REIMBURSEMENT FEE AND FINDING SUCH ACTION EXEMPT\nUNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.”

5.1 Continued from the October 11, 2023 Regular Meeting - City Council Appointment to\nthe Westminster Community Foundation.\nRECOMMENDATION: Staff recommends that the Mayor and City Council appoint one\nmember (Councilwoman Phan West’s appointee) to the Westminster Community\nFoundation to fill the unscheduled vacancy for a term ending January 2026.

5.2 Redesignation of Street Name Signs on Bishop Place between Magnolia Street and\nBrookhurst Street, Weststate Street between Bolsa Avenue and Bishop Place, and\nMoran Street between Bolsa Avenue and Bishop Place in Little Saigon.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider the\nrequest and provide direction.

7.1 Continued from the October 11, 2023 Regular Meeting - Appointment to Parks &\nRecreation Commission for 2022-2024.\nRECOMMENDATION: Staff recommends that the Mayor and City Council consider the\napplicants and appoint two members (Vice Mayor NamQuan Nguyen and Council Member\nKimberly Ho’s appointees) to the Parks & Recreation Commission for a term ending\nDecember 2024, waiving other applicable requirements.\nPage 10\nOCTOBER 25, 2023

7.2 Proposal to Install Parking Restrictions on the East and West Side of Willow Lane\nBetween 6251 Mahogany Avenue and 14202 Willow Lane - T.C. 23-101.\nRECOMMENDATION: The Traffic Commission recommends that the Mayor and City\nCouncil adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR NO\nPARKING OR STOPPING AT A CERTAIN LOCATION ON THE ON THE EAST AND\nWEST SIDE OF WILLOW LANE, BETWEEN 6251 MAHOGANY AVENUE AND 14202\nWILLOW LANE.”
