3.4 Resolution Authorizing the Execution of a Grant Award Contract Administered by the\nDepartment of Alcoholic Beverage Control (ABC) in Fiscal Year 2023-2024.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AUTHORIZING THE\nEXECUTION OF A GRANT AWARD CONTRACT ADMINISTERED BY THE\nDEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL”; and\nB. Approve the Agreement with the California Department of Alcohol Beverage Control\nfor an Alcohol Policing Partnership Program (APP) Grant in the amount of $40,000\nand authorize the Chief of Police to execute the same; and\nC. Amend the Fiscal Year 2023-24 adopted budget by designating grant funds in the\namount of $40,000 in the Intergovernmental - State Other revenue account and\nincreasing budgeted expenditures in the amount of $40,000 in the ABC designated\nfund account for overtime, benefits, and special investigations.

3.5 Status of 2025 Federal Transportation Improvement Program (FTIP) Financial\nResolution for Current and Future Projects in the Federal Fiscal Year (FFY) 2024/25\nto 2029/30.\nRECOMMENDATION: Staff recommends that the Mayor and City Council adopt a\nResolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY\nOF WESTMINSTER, CALIFORNIA, WHICH CERTIFIES THAT THE CITY OF\nWESTMINSTER HAS THE RESOURCES TO FUND THE PROJECTS IN THE FFY\n2024/25 TO 2029/30 TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMS\nITS COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM.”\nPage 8\nNOVEMBER 8, 2023\nREPORTS

3.7 Restated and Amended Joint Powers Agreement for Integrated Law & Justice Agency\nfor Orange County.\nRECOMMENDATION: Staff recommends that the Mayor and City Council approve the\nRestated and Amended Joint Powers Agreement for Integrated Law & Justice Agency for\nOrange County (ILJAOC) among the City of Westminster, County of Orange and Member\nAgencies; and authorize the Chief of Police to execute the agreement and to take the\nnecessary actions to implement and administer the agreement.\nROUTINE MATTERS

3.8 Award of Contract for the Edwards Street Improvement Project from Westminster\nBoulevard to Trask Avenue - Plan No. P-2583.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Approve the award of contract to the lowest and responsible bidder in the amount\nof $676,694 to R.J. Noble Company, Inc. and that all other bids be rejected; and\nB. Authorize a 10% contingency in the amount of $67,669.40 for potential change\norders; and\nC. Authorize the City Manager to execute the contract on behalf of the City, in a form\napproved by the City Attorney.\nEND OF CONSENT CALENDAR

5.1 City Council Appointment to the Westminster Community Foundation.\nRECOMMENDATION: Staff recommends that the Mayor and City Council appoint one\nmember (Council Member Ho’s appointee) to the Westminster Community Foundation to fill\nthe unscheduled vacancy for a term ending January 2026.\nPage 9\nNOVEMBER 8, 2023

7.1 Proposal to Approve the Installation of a White Loading/Unloading Zone at 7124\nWestminster Boulevard – T.C. 23-102.\nRECOMMENDATION: The Traffic Commission recommends that the Mayor and City\nCouncil adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR A\nPASSENGER LOADING/UNLOADING ZONE AT A CERTAIN LOCATION ON THE\nSOUTH SIDE OF WESTMINSTER BOULEVARD, EAST OF LOCUST STREET.”

7.2 Establishment of the Measure Y Citizens Oversight Committee.\nRECOMMENDATION: Staff recommends that the Mayor and City Council approve the\nResolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY\nOF WESTMINSTER, CALIFORNIA, ESTABLISHING THE MEASURE Y CITIZENS\nOVERSIGHT COMMITTEE AND ADOPTING THE COMMITTEE'S ROLES AND\nRESPONSIBILITIES.”
