3.4 Resolution Authorizing the Execution of a Grant Award Contract Administered by the\nDepartment of Alcoholic Beverage Control (ABC) in Fiscal Year 2023-2024.\nRECOMMENDATION: Staff recommends that the Mayor and City Council:\nA. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AUTHORIZING THE\nEXECUTION OF A GRANT AWARD CONTRACT ADMINISTERED BY THE\nDEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL”; and\nB. Approve the Agreement with the California Department of Alcohol Beverage Control\nfor an Alcohol Policing Partnership Program (APP) Grant in the amount of $40,000\nand authorize the Chief of Police to execute the same; and\nC. Amend the Fiscal Year 2023-24 adopted budget by designating grant funds in the\namount of $40,000 in the Intergovernmental - State Other revenue account and\nincreasing budgeted expenditures in the amount of $40,000 in the ABC designated\nfund account for overtime, benefits, and special investigations.

Approve the award of contract to the lowest and responsible bidder in the amount\nof $676,694 to R.J. Noble Company, Inc. and that all other bids be rejected; and\nB.
