3.3 First Amendment for the Theater Operation and Cultural Programming of the Rose\nCenter with the Friends of the Abbey Center, dba Friends of the Rose Center Theater,\na California Non-Profit 501(c)(3) Corporation.\nRECOMMENDATION:\nA. Approve the First Amendment to the Theater Facility Management Services Agreement\nfor the Operation of the Rose Center Theater with Friends of the Rose Center Theater\nfor a term to conclude on June 30, 2026, with one optional three-month extension; and\nB. Authorize the City Manager to execute the agreement on behalf of the City in a form\napproved by the City Attorney.

3.4 Second Amendment to Concession Agreement with Mastroianni Family Enterprises,\nLLC dba Jay’s Catering for Onsite Catering and Venue Operation at the Rose Center.\nRECOMMENDATION:\n..Recommendation\nA. Approve the Second Amendment to the existing Concession Agreement with\nMastroianni Family Enterprises, LLC, dba Jay’s Catering for a term to conclude daily\noperation on August 31, 2025 and for a single day use on October 11, 2025 in the amount\nof 60 percent (60%) venue fee and 10 percent (10%) food and beverage fee, estimated\n$3,500 fee; and\nB. Authorize the City Manager to execute the agreement on the City’s behalf in a form\napproved by the City Attorney.

3.5 Professional Services Agreement with RSG Solutions Incorporated dba RSG Inc. to\nDevelop the City’s Economic Development Strategic Plan.\nRECOMMENDATION:\nA. Approve the professional services agreement with RSG Solutions Incorporated dba RSG\nInc. to develop the City’s Economic Development Strategic Plan in an amount not to\nexceed $137,760; and\nB. Authorize the City Manager or her designee to execute the subject professional services\nagreement on the City’s behalf.\nROUTINE MATTER

3.6 Notice of Completion of the Work Performed by Roy Allan Slurry Seal, Inc. for the\nCitywide Slurry Seal – Citywide Slurry Seal 2024.\nRECOMMENDATION: Accept the subject project and authorize the City Clerk to file a Notice\nof Completion with the County Clerk-Recorder’s Office.\nRESOLUTION

3.7 Resolution Authorizing the Execution of a Grant Award Contract Administered by the\nDepartment of Alcoholic Beverage Control (ABC) in Fiscal Year 2025-2026.\nRECOMMENDATION:\nA. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL\nOF THE CITY OF WESTMINSTER, CALIFORNIA, AUTHORIZING THE EXECUTION\nOF A GRANT AWARD CONTRACT ADMINISTERED BY THE DEPARTMENT OF\nALCOHOLIC BEVERAGE CONTROL”; and\nB. Approve the Agreement with the California Department of Alcohol Beverage Control\n(ABC) for an Alcohol Policing Partnership Program (APP) Grant in the amount of $70,000\nand authorize the Chief of Police to execute the same; and\nC. Amend the Fiscal Year 2025-2026 adopted budget by designating grant funds in the\namount of $70,000 in the Intergovernmental – State Other revenue account and\nincreasing budgeted expenditures in the amount of $70,000 in the ABC designated fund\naccount for overtime, benefits, equipment, travel costs, and special investigations.\nPROCLAMATIONS
