Award and authorize the Mayor to execute a contract, and the City Manager or his\ndesignee to administer the terms of the contract to the lowest responsible bidder, Three\nPeaks Corporation of Calimesa, CA in the amount of $326,326 for the construction\nof the Avenue E Street Improvements, Dunlap Boulevard to Yucaipa Boulevard –\nProject No. 11185; and\n2. Authorize a construction contract contingency amount of $32,000 for the project, the\namount of $26,000 for construction contract administration, inspection, testing,\nsurvey and staff time for a total construction contract budget in the amount of\n$384,326; and\n3. Approve the plans and specifications prepared for the project.

Award and authorize the Mayor to execute the Contract and the City Manager or\nhis designee to administer the terms of the contract with Michael Baker\nInternational in the not-to-exceed amount of $75,000 for providing on-call\nProfessional Environmental Review Services for Private Development Projects;\nand\n2. Award and authorize the Mayor to execute the Contract and the City Manager or\nhis designee to administer the terms of the contract with EPD Solutions, Inc. in the\nnot-to-exceed amount of $75,000 for providing on-call Professional Environmental\nReview Services for Private Development Projects; and\n3. Award and authorize the Mayor to execute the Contract and the City Manager or\nhis designee to administer the terms of the contract with Ruth Villalobos &\nAssociates, Inc. in the not-to-exceed amount of $75,000 for providing on-call\nProfessional Environmental Review Services for Private Development Projects.
