10. 56370 Buena Vista Drive Demolition Project – Town Project No. 8070\nAward of Construction Contract\nRecommendation:That the Town Council:\n•\nApproves the award of a construction contract with UBD, Inc., in the\namount of $34,777.00 for the 56370 Buena Vista Drive Demolition Project;\n• Authorizes construction, construction contingencies, and inspection costs\nin the total amount of $41,000.00; and\n• Authorizes the Mayor, Town Manager, and Town Attorney to execute the\nagreement, and authorizes the Town Manager to expend contingency funds,\nif necessary, for project completion.

11. Adoption of the 2025 California Building Codes published by the International Code\nCouncil\nRecommendation:\n• That the Town Council adopts Resolution 25-XX, making express findings and\ndeterminations that modifications to the 2025 California Building Standards\nCode are reasonably necessary because of local climatic, geological or\ntopographical conditions.\n• That the Town Council introduce the Ordinance, amending Title 8 of the\nTown of Yucca Valley Municipal Code by the addition of Chapter 8.02.115,\nand 8.02.125 amending Chapters 8.02.010, 8.02.020, 8.02.030, 8.02.040,\n8.02.050, 8.02.060, 8.02.070, 8.02.080, 8.02.090, 8.02.110, AND 8.02.120,\nadopting as modified the 2025 Edition of the California Building Code\nCoumes 1, 2 including the Appendex and Standards, the 2025 Edition of the\nCalifornia Electrical Code, the 2025 Edition of the California Plumbing Code,\nthe 2025 Edition of the California Mechanical Code, the 2025 Edition of the\nGreen Building Code, the 2025 Edition of the California Residential Code, the\n2025 Edition California Energy Code, the 2025 Edition of the California Fire\nCode, The 2025 Edition of the California Wildland Urban Interface Code, and\nadopting other regulations relating to building requirements;\n• And sets the matter for public hearing and Ordinance adoption at the Town\nCouncil meeting of November 4, 2025.

12. 2025-26 Purchase Order Encumbrances and Project Carry Forwards\nRecommendation:\nAdopt Resolution No. 25-XX Approving the 2025-26 Purchase Order Encumbrances\nand Project Carry Forwards as identified in Exhibits A and B.

13. Treasurer's Report for the Quarter Ending September 30, 2025\nRecommendation:\nReceive and file the Treasurer’s Report for the first quarter of FY2025-26.

14. Ratification of Warrant Registers\nRecommendation:\nRatify the Payroll Registers totaling $262,538.42 dated September 12, 2025, and\n$310,689.17 dated September 26, 2025.\nRatify the Warrant Registers totaling $2,086,862.08 dated September 12, 2025, and\n$391,952.35 dated September 26, 2025.

15. AB1234 Reporting Requirements\nRecommendation:\nReceive and file the AB1234 Reporting Requirement Schedule for the month of\nSeptember 2025.\nDepartment Reports

16. Yucca Valley Aquatic Recreation Center Quarterly Project Update\nRecommendation:\nThat the Town Council receive and file the Yucca Valley Aquatic Recreation Center\nProject quarterly project update.

17. Parks, Recreation, and Cultural Commissioner Appointment\nRecommendation:\nPursuant to the Town's Manual of Procedural Guidelines, it is recommended that\nthe Town Council appoint Council Member Lombardo's nomination of an applicant\nto serve as commissioner to the Parks, Recreation and Cultural Commission with a\nterm expiring January 31, 2029.

18. Yucca Valley Film Festival 2025 Event Update\nRecommendation:\nThat the Council receive and file the update on the 2025 Yucca Valley Film Festival.

19. Fiscal Year 2024/2025 Public Works Annual Report\nRecommendation:\nThat the Town Council receives and files the 2024/2025 Public Works Annual Report

2.\nAgenda Approval\nRecommendation:\nApprove the meeting agenda as prepared.\nConsent Agenda\nAll items listed on the consent agenda are routine matters or formal documents covering\nprevious Town Council instruction. 20. Public Art - Town West Entrance Monument Signage\nRecommendation:\nThat the Town Council:\n1. Confirm Council’s previous approval of the SR62/Camino Del Cielo (SW\nCorner) Trail location;\n2. Select a final concept design from the recommendations of the Parks,\nRecreation, and Cultural Commission for the West Entrance Monument Sign\nand;\n3. Direct staff to move the project into Phase II (engineering design, fabrication,\nand installation).\n4. Or, provide alternative direction as desired.

6.\nResolution appointing new Alternate Board member to the California\nIntergovernmental Risk Authority\nRecommendation:\nThat the Town Council approves the Resolution appointing an Alternate Board\nMember to the Board of Directors of the California Intergovernmental Risk\nAuthority.

7.\nApproval of the amended 2025/26 Authorized Position List and revised job\ndescriptions.\nRecommendation:That the Town Council:\n• Adopt Resolution No. 25-XX authorizing positions for fiscal year 2025/26\nand the approval of two revised job descriptions,\n• Amend the FY2025-26 General Fund budget to accommodate the authorized\npositions personnel costs, as identified in Exhibit A

8.\nAuthorization to Purchase Engineering Plotter, Kip 740C Series\nRecommendation:That the Town Council:\n• Authorizes the purchase of the Kip 740C Series plotter for the Engineering\nDivision in the amount of $31,185.04.\n• Amends the FY2025-26 General Fund Budget, allocating a total of $31,228\nfor the equipment purchase as identified in Exhibit A.

9.\nYucca Mesa & Buena Vista Intersection Improvements Project, Town Project No.\n7073.\nAward of Construction Contract\nRecommendation:That the Town Council:\n• Amend the FY2025-26 Special Revenue Fund Budget Measure I Fund 524,\nallocating $320,000 of undesignated reserve funds to accommodate the\ntotal project cost of $420,000\n• Adopt Resolution 25-XX to amend the Measure I Five-Year Capital\nImprovement Program and Expenditure Strategy for Fiscal Years 2025/2026\nto 2029/2030 by adding the Yucca Mesa & Buena Vista Intersection Project\nwith total construction amount of $420,000;\n• Approve the award of a construction contract with LCR Earthwork &\nEngineering of Norco, California, in the amount of $354,650.00 to construct\nYucca Mesa & Buena Vista Intersection Project;\n• Authorize construction, construction contingencies, and inspection costs in\nthe total amount of $420,000.00; and\n• Authorize the Mayor, Town Manager, and Town Attorney to execute the\nagreement, and authorizes the Town Manager or designee to expend\ncontingency funds, if necessary, for project completion.
