Ordinance Adoption- 2025 Building and Safety Codes\nRecommendation:\nThat the Town Council adopts Ordinance 332, amending Title 8 of the Town of\nYucca Valley Municipal Code by the addition of Chapter 8.02.115, and 8.02.125\namending Chapters 8.02.010, 8.02.020, 8.02.030, 8.02.040, 8.02.050, 8.02.060,\n8.02.070, 8.02.080, 8.02.090, 8.02.110, AND 8.02.120, adopting as modified the\n2025 Edition of the California Building Code Models 1, 2 including the Appendix and\nStandards, the 2025 Edition of the California Electrical Code, the 2025 Edition of the\nCalifornia Plumbing Code, the 2025 Edition of the California Mechanical Code, the\n2025 Edition of the Green Building Code, the 2025 Edition of the California\nResidential Code, the 2025 Edition California Energy Code, the 2025 Edition of the\nCalifornia Fire Code, The 2025 Edition of the California Wildland Urban Interface\nCode, and adopting other regulations relating to building requirements.\nDepartment Reports

13. Animal Shelter Operational Review Status Update\nRecommendation:\nThat the Town Council receives and files the Operational Review Status Update and\nprovides input and direction as desired, including potential development of an\noperational agreement with local rescue partners.

14. Public Safety Contract Amendment\nRecommendation:\nIt is recommended that the Town Council:\n- Approve an amendment for fiscal year 2025-26 to the contract with the San\nBernardino County Sheriff's Department in the amount of $6,909,216 and authorize\nthe Town Manager or Mayor to sign on behalf of the Town.\n- Amend the FY2025-26 General Fund Budget and Measure Y Special Revenue Fund\nBudget as identified in Exhibit A.

15. Land Development Update\nRecommendation:\nThat the Town Council receives and files the report.

2.\nAdministrative Policy Review\nRecommendation:\nThat the Town Council approves this review and summary of the revision of the\nTown’s Administrative Policies and Procedures.

3.\nCommunity Center HVAC Replacement Project\nRecommendation:That the Town Council:\n• Amends the FY2025-26 Special Revenue Fund Budget to allocate\n$165,000.00 from the Capital Project Reserve Fund 800 for the Community\nCenter HVAC Replacement Project;\n• Approves the award of a contract with Honeywell International, in the\namount of $149,950.84 to replace HVAC System at Community Center;\n• Authorizes construction, construction contingencies, and inspection costs in\nthe total amount of $165,000.00; and\n• Authorizes the Mayor, Town Manager, and Town Attorney to execute the\nagreement, and authorizes the Town Manager or designee to expend\ncontingency funds, if necessary, for project completion.

4.\nFirst Amendment Provision and Protection Policy\nRecommendation:\nStaff is recommending the Town Council approve the policy ensuring and\nestablishing First Amendment Rights at Town Events.

5.\nSenior Center Roof Replacement Project -Town Project No. 8061\nAward of Construction Contract\nRecommendation:That the Town Council:\n• Approves the award of a construction contract with Letner Roofing\nCompany, in the amount of $187,000.00 to construct Senior Center Roof\nReplacement;\n• Authorizes construction, construction contingencies, and inspection costs in\nthe total amount of $240,000.00; and\n• Authorizes the Mayor, Town Manager, and Town Attorney to execute the\nagreement, and authorizes the Town Manager to expend contingency funds,\nif necessary, for project completion.

6.\nMemorandum of Understanding (MOU) between Town of Yucca Valley (Town) and\nMorongo Unified School District (District) for the School Resource Officer Program\nRecommendation:\nThat the Town Council approves the Memorandum of Understanding between the\nTown of Yucca Valley and the Morongo Unified School District regarding service\nrelative to the School Resource Officer Program and authorize the Town Manager\nto sign all necessary documents.

7.\nRejection of Claim\nRecommendation:\nThat the Town Council rejects one Claim filed against the Town of Yucca Valley\nsubmitted on September 15, 2025, by Charles Albert Gabriels.

8.\nResolution designating the Planning Commission as the Local Appeals Board and\nHousing Appeals Board pursuant to the 2022 California Building Code Section 1.8.8\nRecommendation:\nThat the Town Council adopt Resolution No. 25-XX, designating the Planning\nCommission as the Local Appeals Board and Housing Appeals Board pursuant to\nSection 1.8.8 of the 2022 California Building Code

9.\nAuthorization to Purchase Replacement Fleet Vehicle/Equipment.\nReplacement of Unit #19 and Unit #62\nRecommendation:\nThat the Town Council:\n1. Amends the FY2025-26 Special Revenue Fund Budget to allocate\n$100,000.00 for vehicle and equipment replacement from the Capital Project\nReserve Fund 800; and\n2. Authorizes the purchase of one (1) new Hyster® H60A Lift Truck from HysterYale Materials Handling, Inc. in an amount not to exceed $36,394.00 to\nreplace vehicle #62;\n3. Authorizes the purchase of one (1) new Reelmaster 3100-D lawn mower\nfrom Toro in an amount not to exceed $54,064.94 to replace unit #19; and\n4. Declares the 1990 Clark GPX20 Forklift unit #62 and the 2005 Toro\nReelmaster 3100-D (72" cut) unit #19 as surplus, and approves the sale of\nthe surplus vehicles/equipment, authorizing the Town Manager or designee\nto sell the vehicle through a public bidding/auction or consignment process\nor disposition through dismantling services.
