b. PUBLIC WORKS CONTRACT WITH ESTATE DESIGN AND CONSTRUCTION\nINCORPORATED FOR THE CITY HALL INTERIOR RENOVATION PROJECT\nSummary:\nOn September 26, 2023, the City Council adopted the 2023-2028 Strategic Plan,\nwhich identified the City Hall Interior Renovation Project as a key initiative to\nenhance City Hall’s appearance, functionality, infrastructure, and improve the\nCity’s ability to provide services to the public. This project aims to address\noutdated facilities through essential upgrades, including energy-efficient window\ninstallations, new paint, improved lighting, refurbished flooring, and enhanced\nfront counter security. These enhancements are designed to create a more\nefficient and welcoming environment for both staff and visitors.\nFollowing a competitive bidding process, staff recommends awarding a Public\nWorks contract to Estate Design and Construction Incorporated, as the lowest\nresponsive bidder, for a term of 150 days and a not-to-exceed amount of\n$988,800. Staff also recommends the City Council authorize a 10% contingency\nfor a total construction budget of $1,087,680. The City Council will consider\nauthorizing the City Manager to execute a Public Works Contract with Estate\nDesign Construction Incorporated, with construction scheduled to begin on\nNovember 25, 2024, and anticipated completion by May 2025.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with Estate\nDesign and Construction, Incorporated, for the construction of the City Hall\nInterior Renovation Project (Project No. 90.19004), for a term of 150\ncalendar days and a not-to-exceed contract amount of $988,800, in a form\napproved by the City Attorney; and\n2. Authorize a contingency of $98,880 to accommodate additional scope of\nwork, changes, or any unforeseen conditions, to be utilized if approved by\nthe Public Works Director, for a total construction budget of $1,087,680.
