The site is 0.59 acres and is located on the west side of\nTemple Avenue between East 19th and East 20th Streets at 1933-1939 Temple\nAvenue. A similar residential project under a different applicant was previously\ndenied by the City Council due to the project exceeding height standards and\nimpacting views pursuant to the City’s View Policy. PROFESSIONAL SERVICES AGREEMENT WITH PLACEWORKS TO\nPREPARE AN ECONOMIC ANALYSIS AND LAND USE STUDY FOR\nOPPORTUNITY STUDY AREAS\nSummary:\nEarlier this year, the City Council authorized staff to issue a Request for\nProposals to select a qualified professional planning firm to undertake a\ncomprehensive economic and land use study for three areas of the community,\nknown as Opportunity Study Areas. Broadly defined, the purpose of the study is\nto assess future land use opportunities that will allow the City to grow\neconomically, create jobs, and diversify the City’s tax basis for several years.\nAfter a comprehensive and competitive process, staff recommends the City\nCouncil award a contract to PlaceWorks, which will be responsible for the\npreparation of the study. PUBLIC WORKS CONTRACT WITH ESTATE DESIGN AND CONSTRUCTION\nINCORPORATED FOR THE CITY HALL INTERIOR RENOVATION PROJECT\nSummary:\nOn September 26, 2023, the City Council adopted the 2023-2028 Strategic Plan,\nwhich identified the City Hall Interior Renovation Project as a key initiative to\nenhance City Hall’s appearance, functionality, infrastructure, and improve the\nCity’s ability to provide services to the public. This project aims to address\noutdated facilities through essential upgrades, including energy-efficient window\ninstallations, new paint, improved lighting, refurbished flooring, and enhanced\nfront counter security. These enhancements are designed to create a more\nefficient and welcoming environment for both staff and visitors.\nFollowing a competitive bidding process, staff recommends awarding a Public\nWorks contract to Estate Design and Construction Incorporated, as the lowest\nresponsive bidder, for a term of 150 days and a not-to-exceed amount of\n$988,800. Staff also recommends the City Council authorize a 10% contingency\nfor a total construction budget of $1,087,680. The City Council will consider\nauthorizing the City Manager to execute a Public Works Contract with Estate\nDesign Construction Incorporated, with construction scheduled to begin on\nNovember 25, 2024, and anticipated completion by May 2025.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. PROFESSIONAL ARCHITECTURAL AND ENGINEERING DESIGN\nCONSULTANT SERVICES AGREEMENT WITH SVA ARCHITECTS,\nINCORPORATED FOR THE CITY OF SIGNAL HILL AMPHITHEATER\nPROJECT\nSummary:\nIn March 2022, City staff applied for funding for several projects, including the\nSignal Hill Amphitheater Project, through Senator Lena Gonzalez’s office as part\nof the 2022-23 Senate District 33 Budget Request within the premise of the\n2022-23 Budget Act. After review and coordination with the Senator’s team,\nGovernor Gavin Newsom approved Assembly Bill 179 on September 6, 2022,\nallocating five million dollars ($5,000,000) to the Signal Hill Amphitheater\nProject, with the California Arts Council (CAC) designated to manage the funds.\nThe City’s Civic Center Master Plan, adopted by the City Council on August 27,\n2024, designates the Signal Hill Amphitheater as Phase I of the implementation\nplan. In alignment with this plan, staff issued a Request for Proposal (RFP) on\nSeptember 6, 2024, to secure architectural and engineering design services for\nthe project. The RFP outlines several design elements, including a\n1,000-square-foot stage with back-of-house facilities, a green room, storage,\nperformer restrooms, and advanced lighting and video systems. Seating will\naccommodate 400 attendees with blankets and lawn chairs, expandable to 600\nwith additional folding chairs. The amphitheater’s design aims to integrate\nseamlessly with the Civic Center, enhancing aesthetics that reflect the City’s\nhistory while utilizing natural grading to blend with the surrounding landscape.\nThe City Council will consider entering into a Professional Consultant Services\nAgreement with SVA Architects, Incorporated, to provide architectural and\nengineering design services for the City of Signal Hill Amphitheater Project.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, system, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Authorize the Public Works Director to utilize a project contingency of up to\n10% ($62,747.60) and approve up to a 180-calendar day term extension to\naccommodate additional scope of work, changes, or unforeseen conditions.\nThe proposed contingency brings the total construction budget to\n$690,223.60.

d. DISPLAY OF COMMEMORATIVE FLAGS\nSummary:\nPer Resolution No. 2021-10-6442, the City Council will consider the display of\ncommemorative flags for the upcoming year. CONTRACT SERVICES AGREEMENT FOR ON-CALL CITYWIDE EXECUTIVE\nRECRUITMENT SERVICES\nSummary:\nCity staff has identified a need for specialized support to recruit executive-level\npositions and attract strong, experienced candidates to maintain high standards\nin public service delivery. Given the competitive nature of executive recruitment\nand the importance of finding qualified candidates who align with its mission and\nvalues, the City seeks to establish on-call consulting services to provide targeted\nrecruitment expertise. This approach allowed the City to access skilled\nrecruitment professionals with broad access to professional networks and\nensure flexibility and timely responses to upcoming vacancies.\nThe City Council will consider authorizing the City Manager to execute three (3)\nProfessional Consultant Services Agreements with qualified firms to provide\non-call Citywide Executive Recruitment Services, for a not-to-exceed amount of\n$75,000 for each firm. The contract authority limit for each proposed contract is\nintended to provide the City with the opportunity to use one or more of the firms\nto perform the services. Authorize the City Manager to enter into a three-year Professional Services\nAgreement, with two additional one-year extensions, with Gallagher Benefits\nServices, Incorporated, to provide on-call executive recruitment services, for\na not-to-exceed amount of $75,000 for the term of the agreement, in a form\napproved by the City Attorney.\n3. Authorize the City Manager to enter into a three-year Professional Services\nAgreement, with two additional one-year extensions, with Raftelis Financial\nConsultants, Incorporated, to provide on-call executive recruitment services,\nfor a not-to-exceed amount of $75,000 for the term of the agreement, in a\nform approved by the City Attorney.

PROFESSIONAL CONSULTANT SERVICES WITH SWA GROUP FOR THE\nPREPARATION OF THE STREET TREE PLANTING PROJECT\nSummary:\nThe City Council adopted the 2023 Street Tree Master Plan (STMP) to restore\nand expand the City’s urban forest canopy. Following adoption of the STMP, the\nU.S. Department of Agriculture (USDA) Forest Service offered competitive\ngrants for urban forestry projects nationwide, focusing on tree planting and\nmaintenance. On September 14, 2023, the USDA awarded the City a\n$1,000,000 grant as a sub-awardee for the Street Tree Planting - Federal\nProject (Project). This project is divided into three phases including planning and\nimplementation, tree planting, and tree establishment. The City’s goal is to plant\n594 new trees consistent with the STMP guidelines. On August 27, 2024, the\nnational pass-through partner for the USDA Forest Service. GreenLatinos will\ncollaborate with the City throughout the Project to ensure compliance with grant\nterms and the appropriate use of awarded funds.\nStaff issued a Request for Proposals (RFP) to select a qualified consultant to\nassist with the planning and implementation phase of the Project. Staff\nadvertised the opportunity and received one proposal from SWA Group, which\nhas extensive experience as a landscape architecture firm. In addition to\nassessing the suitability of all planting sites, selecting appropriate locations in\nline with STMP guidelines, and obtaining quotes from nurseries for tree\nprocurement, the consultant will also support the City during subsequent\nplanting and establishment phases. GreenLatinos also requested the City\nconduct an expanded community engagement process; SWA Group’s scope of\nservices includes costs associated with providing more information to the\ncommunity. Staff recommends awarding the contract to SWA Group for these\nservices.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 4 Infrastructure: Maintain and improve the public infrastructure, water\nsystem, and recreational spaces.\nRecommendation:\nAuthorize the City Manager to enter into a Public Works Contract with SWA\nGroup, for a term of 12 months, not-to-exceed contract of $100,000.00, in a form\napproved by the City Attorney.

AGREEMENT WITH TLC LUXURY LIMITED LIABILITY CORPORATION, DBA\nTLC LUXURY TRANSPORTATION FOR YOUTH AND SENIOR\nTRANSPORTATION SERVICES\nSummary:\nThe Parks, Recreation, and Library Services Department offers a variety of\nrecreational trips and engagement opportunities for youth and seniors. Staff\norganizes half-day and full-day trips for seniors one to two times per month,\nseasonal field trips for youth ages 6-14. To ensure safe transportation, staff\narranges motorcoach services for each trip. On September 11, 2024, staff\nreleased a Request for Proposals for recreational transportation services,\nserving the youth and senior demographics. The City Council will consider\nauthorizing the City Manager to enter into a Professional Services Agreement\nwith TLC Luxury Limited Liability Transportation, dba TLC Luxury Transportation\n(TLC), to provide recreational transportation for youth and senior demographics.\nThe proposed term for the Professional Services Agreement is a one-year term,\nwith the option to extend the agreement for two additional, one-year terms, for a\nnot-to-exceed amount of $90,000 annually.\nStrategic Plan Goal(s):\nGoal No. 1: Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 5: High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City Services.\nRecommendations:\n1. Authorize a standard contingency of 10% annually and up to a 180-day term\nextension pursuant to the City’s Purchasing and Contracting Guidelines.

FIRST AMENDMENT TO THE CONTRACT SERVICES AGREEMENT FOR\nCITY ATTORNEY LEGAL SERVICES WITH BEST, BEST, & KRIEGER\nATTORNEYS AT LAW\nSummary:\nThe City contracts for legal services with a municipal law firm called Best, Best,\nand Krieger (BB&K). The City Council recently completed its annual review of\nthe City Attorney’s performance and found that BB&K continues providing\nexcellent service to the City Council and staff. Considering its high level of\nservice and to ensure uninterrupted legal services, the City Council directed staff\nto negotiate an amendment to the existing City Attorney Legal Services. The\nproposed First Amendment would continue the term of the agreement until\notherwise terminated by the City Council, adjust hourly rates by $10 per hour\nstarting July 1, 2025, and again on July 1, 2026, and cap future annual cost of\nliving adjustments at 2.5% per year.\nStaff concluded that the terms of the proposed amendment are reasonable and\nwithin the market for legal services. The City’s ongoing revenues support the\nadjustment to the proposed rates. THIRD AMENDMENT TO AGREEMENT WITH ALL CITY MANAGEMENT\nSERVICES FOR CROSSING GUARD SERVICES\nSummary:\nIn April of 2021, the City of Signal Hill entered into a professional Services\nAgreement with All City Management Services, Incorporated (ACMS) to provide\ncrossing guard services on City streets near schools. Since the start of the\ncontract, the City has executed two amendments to increase the not-to-exceed\namount and extend the contract term, which is currently effective through\nFebruary 1, 2025, with a not-to-exceed amount of $579,200.72 based on a\ncurrent hourly rate of $26.39. The third contract amendment, presented for City\nCouncil consideration, would extend the contract through June 30, 2025, and\nincrease the not-to-exceed amount to $665,685.06 due to an hourly rate\nincrease to $30.86.\nStrategic Plan Goal(s):\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nRecommendations:\n1. g. ALCOHOL WAIVER REQUEST FOR THE SIGNAL HILL COMMUNITY\nFOUNDATION\nSummary:\nThe City Council will consider an Alcohol Waiver request from the Signal Hill\nCommunity Foundation (SHCF). The City’s adopted policy states that no\nalcohol may be consumed on City property unless the City Council grants a\nwaiver. The SHCF is formally requesting a waiver based on established\nguidelines for an event that took place on Friday, November 8, 2024.\nStrategic Plan Goal(s):\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendation:\nStaff recommends the City Council approve the Signal Hill Community\nFoundation’s request for an exemption to City Policy 4.15, to allow alcohol to be\nserved and consumed for a reception that occurred on Friday, November 8,\n2024, at the Signal Hill Public Library - Signal Point Terrace.

REJECT ALL BIDS FOR THE GUNDRY RESERVOIR ROOF REPLACEMENT\nAND REHABILITATION PROJECT (PROJECT NO. 95.23001), AND RE-BID\nTHE PROJECT\nSummary:\nThe Gundry Reservoir, located within Reservoir Park, is a cylindrical concrete\nwater storage tank with a five-million-gallon capacity, originally constructed in\n1929. Over the years, the reservoir has undergone significant upgrades,\nincluding the replacement of its wooden roof framing with a steel structure in the\n1990s and the application of a watertight coating in 2006. In March 2022, an\ninspection of the reservoir's interior and structural components revealed failing\nstructural roof members, necessitating a complete roof replacement and\nrecoating to maintain water quality and structural integrity.\nOn April 25, 2023, the City Council awarded a professional consulting services\nagreement to Ardurra Group, Incorporated (Ardurra) to prepare the plans and\nspecifications for the Gundry Reservoir Roof Replacement and Rehabilitation\nProject. Subsequently, in July 2024, Ardurra provided the final bid-ready plans\nand specifications, which included the reservoir and sand basin roof\nreplacements, concrete repairs, exterior painting, interior recoating, and piping\nrehabilitation.\nOn September 13, 2024, staff issued a Notice Inviting Bids for the construction\nof the Gundry Reservoir Roof Replacement and Rehabilitation Project (project)\nin accordance with the guidelines set forth in the Signal Hill Municipal Code\nSection 1.08.010; bids were due on October 23, 2024. Upon the bid opening\ndate, the City received two bids; both of which exceeded the engineer’s estimate\nof $2.8 million. Consequently, staff recommends the City Council reject all bids\nand consider rebidding the project.
