a. CONTRACT SERVICES AGREEMENT FOR ON-CALL CITYWIDE EXECUTIVE\nRECRUITMENT SERVICES\nSummary:\nCity staff has identified a need for specialized support to recruit executive-level\npositions and attract strong, experienced candidates to maintain high standards\nin public service delivery. Given the competitive nature of executive recruitment\nand the importance of finding qualified candidates who align with its mission and\nvalues, the City seeks to establish on-call consulting services to provide targeted\nrecruitment expertise. This approach allowed the City to access skilled\nrecruitment professionals with broad access to professional networks and\nensure flexibility and timely responses to upcoming vacancies.\nThe City Council will consider authorizing the City Manager to execute three (3)\nProfessional Consultant Services Agreements with qualified firms to provide\non-call Citywide Executive Recruitment Services, for a not-to-exceed amount of\n$75,000 for each firm. The contract authority limit for each proposed contract is\nintended to provide the City with the opportunity to use one or more of the firms\nto perform the services. Staff will monitor spending associated with each\ncontract to ensure expenditure remains within the City Council’s approved\nbudget allocation.\nStrategic Plan Goal(s):\nGoal No. 5 High Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services\nRecommendations:\n1. Authorize the City Manager to enter into a three-year Professional Services\nAgreement, with two additional one-year extensions, with Bob Hall &\nAssociates, to provide on-call executive recruitment services, for a\nnot-to-exceed amount of $75,000 for the term of the agreement, in a form\napproved by the City Attorney.\n2. Authorize the City Manager to enter into a three-year Professional Services\nAgreement, with two additional one-year extensions, with Gallagher Benefits\nServices, Incorporated, to provide on-call executive recruitment services, for\na not-to-exceed amount of $75,000 for the term of the agreement, in a form\napproved by the City Attorney.\n3. Authorize the City Manager to enter into a three-year Professional Services\nAgreement, with two additional one-year extensions, with Raftelis Financial\nConsultants, Incorporated, to provide on-call executive recruitment services,\nfor a not-to-exceed amount of $75,000 for the term of the agreement, in a\nform approved by the City Attorney.
