Citywide Undergrounding Program Financial Analysis and Potential\nFunding Options\nRecommended Action: Staff recommends the City Council: 1) Receive a\npresentation from City staff and NHA Advisors, LLC (NHA), based on NHA’s\nTechnical Memorandum (Attachment A); 2) Provide feedback and\nrecommendations regarding an initial borrowing to fund Undergrounding Districts\nX1A and 1B construction and the overall preferred funding strategy for the City’s\nUndergrounding Program; 3) Approve Task Order 2 with NHA for $20,000 to\nfurther evaluate financing options and structure (Attachment B); 4) Authorize the\nCity Manager to execute the Task Order and any amendments up to $5,000; and\n5) Amend the Fiscal Year 2024-2025 Operating and Capital Budget as described\nin the Fiscal Impact section of this report.\nReference: Clerk’s File No. 203-3, 1001-2
