10. Approve an agreement with C.R. & A. Custom Apparel Inc., dba CR&A Custom Inc., at an\naverage annual cost of $298,300 (five-year average) with a 15% contingency for as-needed extra\nservices, for fabrication, installation, and maintenance of graffiti abatement measures on ground-\nmounted electrical equipment, with an initial term of three years and up to two one-year optional\nrenewals; authorize the Public Utilities General Manager, or designees, to execute the agreement\nand any related documents, including any cost-neutral amendments and any documents\ncontemplated by the agreement, and to take such necessary or advisable actions to implement,\nfund, and administer the agreement; and determine that the work to be performed under the\nagreement is categorically exempt from the California Environmental Quality Act pursuant to\nsection 15301 of Title 14 of the California Code of Regulations.
