5. Award the construction contract to the lowest responsible bidder, R.J. Noble Company, in the\namount of $7,328,200, for the Residential Street Improvement Project – Beth-Jackson – Group\n17; authorize the Director of Public Works to execute the contract and related documents and to\ntake the necessary actions to implement and administer the contract; determine the project is\ncategorically exempt under the California Environmental Quality Act pursuant to Sections 15301,\nClass 1, and 15302, Class 2, of Title 14 of the California Code Regulations; and authorize the\nFinance Director to execute the Escrow Agreement pertaining to contract retentions.
