18. CONSIDERATION OF APPROVAL OF A DISCRETIONARY FUND REQUEST FROM\nMAYOR PRO TEM DONOVAN IN THE AMOUNT OF UP TO $2,500 FOR THE\nPURCHASE OF UNITED STATES FLAGS TO BE DISPLAYED THROUGHOUT THE\nYEAR FOR FLAG DAY, 4TH OF JULY, AND VETERANS DAY\nRecommendation\nIt is recommended that the City Council: (i) find that the requested allocation of\ndiscretionary funds to purchase United States flags to be displayed throughout the year\nfor Flag Day, 4th of July and Veterans Day serves a public purpose benefitting the City, is\n5\nfree from any conflict of interest that arise from the use of the funds, and that the\nexpenditure is not a gift to any individual, corporation or municipality and is only used to\nbenefit the general public of the City; (ii) and based on such findings approve the\nrequested expenditure of discretionary funds of up to $2,500 for purchase of the United\nStates flags.\nACTION/DISCUSSION
