CONSIDERATION OF A RESOLUTION TO ACCEPT THE TERMS AND CONDITIONS\nFOR A REAP 2.0 GRANT IN THE AMOUNT OF $57,000, APPROVING THE\nEXECUTION OF AN AGREEMENT TO RECEIVE THE FUNDING FROM THE\nSOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS, AND APPROVE A\nFUND ALLOCATION AND APPROPRIATION\nRecommendation\nIt is recommended that the Council:\n1. Adopt the resolution accepting the terms and conditions of the REAP 2.0 grant in\nthe amount of $57,000 and approving the execution of an agreement to receive the\nfunding from the Southern California Association of Governments; and\n2. Allocate and approve an appropriation of $32,000 from General Fund Fund Balance\nAccount Number 101-0000-0000-3200-000 to the Community Development\nDepartment Professional Services Account Number 101-7010-7011-8170-000 and\nestablish a revenue fund for receipt of the grant.\n3

CONSIDERATION OF APPROVAL OF A PROPOSED THREE-YEAR CONTRACT\nSERVICES AGREEMENT WITH THE PASADENA POLICE DEPARTMENT FOR JAIL\nBOOKING AND HOUSING SERVICES OF SOUTH PASADENA POLICE ARRESTEES\nFOR A TOTAL AMOUNT NOT-TO-EXCEED $83,000 FOR FISCAL YEARS 2024-2025,\n2025-2026, AND 2026-2027.\nRecommendation\nIt is recommended that the City Council:\n1. Approve the proposed three-year Contract Services Agreement with the Pasadena\nPolice Department for jail booking and housing services of South Pasadena Police\narrestees for a total amount not to exceed $83,000 for Fiscal Years 2024-2025,\n2025-2026, and 2026-2027 in the form approved by the City Attorney and City\nManager.\n2. Authorize the City Manager to execute the proposed Contract Services Agreement\nwith the Pasadena Police Department with an option for two additional three-year\nagreements not to exceed $83,000 per extension term.

FOR A WATER AND WASTEWATER SERVICE RATES STUDY\nTO INCREASE THE COMPENSATION TO A NOT TO EXCEED AMOUNT OF $94,300\nRecommendation\nIt is recommended that the City Council consider approval of an amendment of an\nexisting Professional Services Agreement with Raftelis Financial Consultants, Inc.\n(Raftelis) to conduct a comprehensive rate study for water and wastewater services in the\namount of $94,300.

FOR\nPROJECT MANAGEMENT SERVICES FOR TRANSPORTATION CAPITAL\nIMPROVEMENT PROGRAM PROJECTS\nRecommendation\nIt is recommended that the City Council consider approval of an amendment of an\nexisting Professional Services Agreement with Engineering Consulting Services, Inc. to\nprovide project management services to support the City's transportation projects in the\nCapital Improvement Program (CIP) in the amount of $75,000.

CONSIDERATION OF APPROVAL OF A THREE YEAR AGREEMENT BETWEEN EMS\nQI PARTNERS AND THE CITY OF SOUTH PASADENA ON BEHALF OF THE FIRE\nDEPARTMENT TO PROVIDE CONTINUING EDUCATION AND QUALITY\nIMPROVEMENT SERVICES IN THE AMOUNT OF $29,988.00 FOR THE FIRST YEAR\nAND THEREAFTER AN INCREASE OF UP TO FIVE PERCENT FOR THE SECOND\nAND THIRD YEAR\nRecommendation\nIt is recommended that the City Council:\n1. Approve a three-year agreement between EMS QI Partners and the City of South\nPasadena on behalf of the Fire Department to provide continuing education and\n4\nquality improvement services in the amount of $29,988.00 for the first year and\nthereafter an increase of up to five percent for the second and third year, in the form\nnegotiated and approved by the City Attorney and City Manager.\n2. Authorize the City Manager to execute the agreement and any other documents in\nsupport of the agreement.\n3. Authorize the Finance Director to amend PO25079 to $8,580.99 to cover the\nremainder of the current contract with UCLA Center for Prehospital Medicine

CONSIDERATION OF APPROVAL OF A DISCRETIONARY FUND REQUEST FROM\nMAYOR PRO TEM DONOVAN IN THE AMOUNT OF UP TO $2,500 FOR THE\nPURCHASE OF UNITED STATES FLAGS TO BE DISPLAYED THROUGHOUT THE\nYEAR FOR FLAG DAY, 4TH OF JULY, AND VETERANS DAY\nRecommendation\nIt is recommended that the City Council: (i) find that the requested allocation of\ndiscretionary funds to purchase United States flags to be displayed throughout the year\nfor Flag Day, 4th of July and Veterans Day serves a public purpose benefitting the City, is\n5\nfree from any conflict of interest that arise from the use of the funds, and that the\nexpenditure is not a gift to any individual, corporation or municipality and is only used to\nbenefit the general public of the City; (ii) and based on such findings approve the\nrequested expenditure of discretionary funds of up to $2,500 for purchase of the United\nStates flags.\nACTION/DISCUSSION

Approve and establish the classification specification and job description for Budget\nand Purchasing Manager; and\n2. Approve the addition of one Administrative Secretary position in Public Works; and\n3. Approve the addition of one Management Aide position for Human Resources; and\n4. Approve the updated job specification and salary range for the Accounting Manager\nto Accounting Manager-Controller; and\n5. Approve the appropriation of the funding from the vacant Assistant to the City\nManager position in the City Manager's Office to fund the recommended personnel\nchanges; and\n6. Adopt the Updated Master Salary Schedule for Fiscal Years 2024-2025, in\naccordance with Title 2 of the California Code of Regulations Section 570.5 and the\nCalifornia Employees Retirement System ("CalPERS").

Consider approval of a Task Order in the amount of $45,000 in the final form\napproved by the City Attorney, under an existing Master On-Call Professional\nServices Agreement with Willdan to conduct a Comprehensive User Fee Study and\ndevelop a Cost Allocation Plan to support the City's master fee schedule and\nfunding of internal services; and\n2. Consider approval of a Task Order in the amount of $50,000 in the final form\napproved by the City Attorney, under an existing Master On-Call Professional\nServices Agreement with Willdan to conduct a Development Impact Fee Study to\nsupport funding for City infrastructure capacity improvements.

FOR THE DEVELOPMENT OF THE\nLIBRARY/COMMUNITY CENTER COMPREHENSIVE SITE PLAN IN AN AMOUNT\nNOT TO EXCEED $150,000\nRecommendation\nIt is recommended that the City Council consider:\n1. Awarding and approval of a contract to Group 4 Architecture, Research + Planning,\nInc. for the development of the Library/Community Center Comprehensive Site Plan\nin an amount not to exceed $150,000, including the proposed bid amount of\n$148,600 and a contingency of $1,400, in the final contract form as approved by the\nCity Attorney; and\n2. Appropriating $150,000 to the Library/Community Center Comprehensive Site Plan\nProject from the General Fund 101, replacing the previously appropriated State and\nLocal Fiscal Recovery Funds (SLRF) budget of $150,000, which will be used in\nanother yet to-be-determined capacity.
