4. Approve the Second Amendment to the Professional Services Agreement with CASC\nEngineering and Consulting, Inc., increasing the Agreement by $50,000 to an aggregate\namount not-to-exceed $125,000 to allow for the continued performance of professional\nservices for field survey and survey mapping/improvement plan review services for the City\nand determine that approval of this agreement amendment is exempt from environmental\nreview pursuant to Section 15061(b)(3) of the State's guidelines implementing the\nCalifornia Environmental Quality Act (Development Services Director Desatnik)
