CONSIDERATION AND APPROVAL OF URGENCY ORDINANCE NO.\n1263, ESTABLISHING A 45-DAY TEMPORARY MORATORIUM ON THE\nESTABLISHMENT OR EXPANSION OF CAR WASHES WITHIN CITY\nLIMITS DURING THE PENDENCY OF THE CITY’S REVIEW AND\nADOPTION OF PERMANENT ZONING REGULATIONS FOR SUCH\nUSES\nThe proposed moratorium would halt the establishment or expansion of\ncar washes or automobile washes (“Car Wash” or “Car Washes”) within\nthe City for 45 days (unless extended) while City Staff reviews and adopts\nappropriate zoning regulations for Car Washes.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. waive further reading, and adopt Urgency Ordinance No. 1263,\nEstablishing a 45-day temporary moratorium on the establishment or\nexpansion of car washes within City limits during the pendency of the\nCity's review and adoption of zoning regulations for such uses; and\n2. Authorize Interim City Manager to direct the Planning Division and\nPlanning Commission review the development standards for Car\nWashes, and survey development standards for Car Washes in other\ncities.
