Shivley Park and New Temple Park fields Monday\nthrough Friday from 6:00 p.m. to 8:30 p.m. and Saturdays and Sundays\nfrom 8:00 a.m. to 6:00 p.m. to host scheduled practices, games, and\ntournaments.\nRECOMMENDED ACTION: Staff recommends City Council discuss and\ntake action on the request by the Brewers for a long-term reservation,\napproval to host two (2) baseball tournaments and a fee waiver in the total\namount of $61,150.00.

CONSIDERATION OF RESOLUTION NO. 23-04, CALLING A PUBLIC\nHEARING FOR METRO FISCAL YEAR 2023 FEDERAL TRANSIT\nADMINISTRATION SECTION 5310 PROGRAM FOR ELIGIBLE\nPROJECTS\nThe Los Angeles County Metropolitan Transportation Authority (“Metro”)\nhas opened the solicitation for proposals period for the Federal Transit\nAdministration (“FTA”) Section 5310 Enhanced Mobility of Seniors and\nIndividuals with Disabilities Program (“Section 5310 Program”). The Public\nHearing is a required aspect of the grant application process to certify that\nthere are no nonprofit organizations readily available in the area to provide\ntransportation services for seniors and individuals with disabilities\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-04, calling for a public hearing on February 14, 2023 to\nidentify nonprofit organizations readily available to provide services for\npublic transportation projects under the Federal Transit Administration\nsection 5310 Enhanced Mobility of Seniors and Individuals with Disabilities\nProgram.

CONSIDERATION FOR AUTHORIZATION TO SEEK REQUEST FOR\nPROPOSALS (RFP) FOR DESIGN SERVICES FOR SOUTH EL MONTE\nSAFE ROUTES TO SCHOOL PEDESTRIAN SAFETY PROJECT, ATP\nCYCLE 5 PROJECT\nStaff seeks City Council approval to issue Request for Proposals (RFP) for\ndesign services for South El Monte Safe Routes To School Pedestrian\nSafety Project, ATP Cycle 5 Project. The scope of improvements are part\nof the Active Transportation Program (ATP) Cycle 5 project.\nRECOMMENDED ACTION: Staff recommends City Council approve an\nRFP for design services for South El Monte Safe Routes To School\nPedestrian Safety Project, ATP Cycle 5 Project and authorize staff to\nsolicit proposals.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-05,\nAPPROVING THE PART-TIME EMPLOYEE SALARY SCHEDULE\nEffective January 1, 2023, per California Labor Code Section\n1182.12(c)(3)(A) the State's minimum wage of $15.00 per hour was\nincreased to $15.50 per hour.\nRECOMMENDED ACTION: Staff Recommends City Council adopt\nResolution No. 23-05, approving the part-time employee salary schedule.\nThe state hourly minimum wage must be increased, effective January 1,\n2023, to $15.50 an hour (regardless of the number of workers employed\nby an employer).

CONSIDERATION AND APPROVAL OF ORDINANCE NO. 1262,\nESTABLISHING A COMMISSION FOR THE ADVANCEMENT OF\nWOMEN AND GIRLS AND ADDING CHAPTER 2.50, “COMMISSION\nFOR THE ADVANCEMENT OF WOMEN AND GIRLS,” UNDER TITLE 2,\n“ADMINISTRATION AND PERSONNEL” TO THE SOUTH EL MONTE\nMUNICIPAL CODE\nIn January 2022 the City applied for a grant through the California\nCommission on the Status of Women and Girls (CCSWG) Women’s\nRecovery Response Grant and was awarded a grant in the amount of\n$25,000 to establish a new commission for women and girls. The City held\nseveral outreach events and received an enormous positive response from\nthe community and now wishes to establish a five-member commission.\nRECOMMENDED ACTION: Staff recommends City Council waive first\nreading and introduce Ordinance No. 1262, Establishing a Commission for\nthe Advancement of Women and Girls and Adding Chapter 2.50,\n“Commission for the Advancement of Women and Girls,” under Title 2\n“Administration and Personnel" and set for adoption at the next regular city\ncouncil meeting.

CONSIDERATION AND APPROVAL OF URGENCY ORDINANCE NO.\n1263, ESTABLISHING A 45-DAY TEMPORARY MORATORIUM ON THE\nESTABLISHMENT OR EXPANSION OF CAR WASHES WITHIN CITY\nLIMITS DURING THE PENDENCY OF THE CITY’S REVIEW AND\nADOPTION OF PERMANENT ZONING REGULATIONS FOR SUCH\nUSES\nThe proposed moratorium would halt the establishment or expansion of\ncar washes or automobile washes (“Car Wash” or “Car Washes”) within\nthe City for 45 days (unless extended) while City Staff reviews and adopts\nappropriate zoning regulations for Car Washes.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. waive further reading, and adopt Urgency Ordinance No. 1263,\nEstablishing a 45-day temporary moratorium on the establishment or\nexpansion of car washes within City limits during the pendency of the\nCity's review and adoption of zoning regulations for such uses; and\n2. Authorize Interim City Manager to direct the Planning Division and\nPlanning Commission review the development standards for Car\nWashes, and survey development standards for Car Washes in other\ncities.
