CONSIDER AWARD OF BID FOR PROJECT NO. 16127, DOWNTOWN PUBLIC PARKING\nLOT IMPROVEMENTS ON THE SOUTH SIDE OF “A” STREET, 450 FEET EAST OF THIRD\nAVENUE\nCEQA: Categorically exempt from further environmental review pursuant to Section 15301(c)\n(Existing Facilities), of the CEQA guidelines.\nRecommended Action:\nApprove the Plans and Specifications for Project No. 16127; deem the bid from Estate Design\nand Construction non-responsive, award the construction contract to H L Hitchcock\nConstruction, Inc. in the amount of $228,135; and authorize a construction contingency in the\namount of $60,000, for a total amount of $288,135.
