L. Approval of Traffic Improvements Along Fern Avenue, between Del Mar Avenue\nand New Avenue\nAt the November 7, 2024, Traffic Commission Meeting, staff presented\nrecommendations and options for traffic improvements along Fern Avenue between\nDel Mar Avenue and New Avenue. After a thorough review of existing field and\ntraffic conditions and per the guidelines in the California Manual on Uniform Traffic\nControl Devices, California Vehicle Code, it was determined that the segment of Fern\nAvenue adjacent to the school frontage of Arlene Bitely Elementary does not meet\nthe minimum requirements for the installation of a midblock crosswalk. While it was\nobserved that some pedestrians are crossing in the area, there were not enough student\nage pedestrians crossing Fern Avenue midblock to warrant the installation of a\ncrosswalk at this time. However, it was determined that Fern Avenue, from New\nAvenue to Del Mar Avenue would benefit from the installation of various traffic\ncalming measures around Arlene Bitely Elementary school such as new signage and\nstriping. It was also determined that the segment of Fern Avenue between New\nAvenue and Jackson Avenue may qualify for speed humps, but it was not considered\nin the recommendations as there is not an official speed hump policy for the City.\nThe Traffic Commission approved the staff recommendations for the area as shown\non the " Installation Exhibit" in Attachment B. Public Works Field Services staff will\ncomplete all the recommended items.\nRecommendation: That the City Council authorize the approval of the Traffic\nCommission recommendations for traffic calming measures along Fern Avenue\nbetween Del Mar Avenue and New Avenue.
