A. Public Hearing on General Plan Amendment 23- 01 and Zone Change 23- 01 —\nHousing Element Rezone Efforts\nThe 2021- 2029 Housing Element was adopted by the Rosemead City Council on\nJanuary 11, 2022, and certified by the California Department of Housing and\nCommunity Development on August 1, 2022. The Housing Element sets forth goals,\npolicies and programs that address future housing needs for all income levels over a\nplanning period of 2021- 2029 and coincides with the Regional Housing Needs\nAssessment ( RHNA), a unit count established by State Housing Law. During the\nHousing Element process, the City assessed a number of sites in its Sites Inventory\nthat would be able to accommodate the City' s allocated RHNA of 4, 612 units. With\nunits entitled and under review, as well as anticipated ADUs, the City has adequate\ncapacity for its RHNA units. However, to further accommodate for the City' s RHNA\nnumbers and to comply with SB 166 ( no net loss), the City identified ten candidate\nsites to be rezoned ( Housing Element Rezoning Efforts). The rezoned sites will meet\nthe requirements of Government Code § 65583. 2, including but not limited to a\nminimum density of 20 units per acre, minimum site size to permit at least 16 units\non site, and zoned to allow ownership and rental housing by -right in which at least\n20 percent of the units are affordable to lower income households.\n2 General Plan Amendment 23- 01 and Zone Change 23- 01 include changes to the\nCity' s General Plan and Zoning Map to implement the City' s certified Housing\nElement, which is a policy decision and administrative in nature. No development\nprojects are proposed on any of the ten candidate sites as partofthe Housing Element\nRezoning Efforts.\nRecommendation: That the City Council take the following actions:\n1. Conduct a public hearing and receive public testimony; and\n2. Extension of Additional Operational Funding Support to the Volunteers in Defense\nof Animals ( VIDA) for Animal Shelter and Care Services\nVolunteers in Defense of Animals ( VIDA) plays a critical role in ensuring the well-\nbeing of abandoned, stray, and surrendered animals, providing animals with shelter,\nmedical care, and adoption services. hi the past few years, VIDA has experienced a\nsignificant increase in costs associated with animal care, staffing, and facility\nmaintenance and decrease in pet adoptions. The proposed extension of operational\nfunding support for the calendar year 2025 would enable VIDA to avoid closure.\nThe Public Safety Department continues to be pleased with the services that VIDA\nprovides. Therefore, staff is recommending that the City Council approve the\nextension of the additional operational funding support totaling $ 3, 000 per month\nand not -to -exceed $ 36, 000 for calendar year from January 1, 2025 — December 31,\n2025, to ensure the shelter' s continued operation and quality care to animals.\nRecommendation: That the City Council authorize the City Manager to execute the\nSecond Amendment to the Agreement with Volunteers in Defense of Animals on\nbehalf of the City for the additional operational funding support totaling $ 3, 000 per\nmonth and not -to -exceed $ 36, 000 for calendar year from January 1, 2025—\nDecember 31, 2025.

D. 2025 City Council Meeting Schedule\nCity Council meetings are scheduled for the second and fourth Tuesday of each\nmonth at 7: 00 p. m. In the past, the City Council has canceled the second meetings in\nAugust ( for summer break), November ( for Thanksgiving), and December ( for\nChristmas). Attached is the proposed meeting schedule for the 2025 calendar year.\nAdopting this schedule will help the City Council, staff, and the community plan their\nschedules in advance. The City Council has the discretion to add, modify, or cancel\nmeetings as needed.\nIn addition, Veterans Day falls on Tuesday, November 11, 2025, which coincides\nwith a regular City Council meeting day. As Veterans Day is a recognized holiday,\nthe City Council has the option to either reschedule the meeting as a special meeting\non a different day or cancel it altogether. The proposed options will be presented to\nthe City Council for consideration at a later date.\nRecommendation: That City Council adopt a City Council meeting schedule for the\n2025 calendar year.

Adopt Resolution No. 2024- 66 to Receive and File the Annual Report on\nDevelopment Impact Fees for Fiscal Year Ended June 30, 2024\nIn accordance with Section 66006 of California Government Code, the City is\nrequired to annually report on the status of Development Impact Fees, including the\ncollection of revenue and expenditure of these funds, within 180 days after the end\nof the fiscal year. ROPS SUBMITTAL — JULY 2025 THROUGH JUNE 2026\nThe Department of Finance ( DOE) requires the Recognized Obligation Payment\nSchedule ( ROPS) for the period July 1, 2025 through June 30, 2026 be submitted to\nthe DOE by February 1, 2025. Prior to that, the ROPS must be reviewed and\napproved by the Los Angeles County Consolidated Oversight Board. The deadline\nto submit the ROPS to the Oversight Board is December 13, 2024.\nRecommendation: That the Rosemead Successor Agency Board direct staff to submit\nthe ROPS to the Los Angeles County Consolidated Oversight Board and approve and\nadopt Successor Agency Resolution No. 2024- 01 SA, entitled:\nDecember 10, 2024\nA RESOLUTION OF THE SUCCESSOR AGENCY TO THE\nROSEMEAD COMMUNITY DEVELOPMENT COMMISSION\nAPPROVING THE RECOGNIZED OBLIGATION PAYMENT\nSCHEDULES FOR THE PERIOD OF JULY 1, 2025 THROUGH\nJUNE 30, 2026

H. Proposed 2025 State and Federal Legislative Platform\nIn recent years, a Legislative Platform (" Platform") was developed to provide a\nstreamlined process for responding to legislative proposals that may impact the City.\nThe proposed Platform identifies the fundamental legislative issues deemed critical\nto the City, and upon Council approval, would allow Staff to efficiently respond to\nlegislative items.\nStaff will utilize the Platform as a guideline for requests in support, against, or neutral\npositions of a legislative proposal. However, legislative support requiring\nResolutions or important and unique issues would continue to be taken to the Council\nfor formal consideration and adoption.\nAt the Legislative Committee meeting held on Monday, November 18, 2024, Staff\nreceived direction to prepare and present a 2025 Platform to the City Council.\nThe content in the proposed Platform has significant revisions from previous years.\nThe changes are based on efforts from the legislative committee and the City' s\nStrategic Plan. The City Council may add, remove, or modify items within the\nadopted Platform throughout the year. The Legislative Platform will also provide\nstaff with the ability to proactively manage the City' s legislative positions and\nrespond to issues that may significantly impact the City and are within the City' s\npurview.\nRecommendation: That the City Council adopt the proposed 2025 State and Federal\nLegislative Platform.

I. Citywide Striping Maintenance Services - Award of Professional Service Agreement\nThe City of Rosemead currently has a need to address the maintenance of roadway\nstriping throughoutthe City. Roadway striping deteriorates overtime due to wear and\ntear from motorist traffic and adverse weather conditions, causing it to fade and\nbecome difficult to see, especially at night, as it loses its luminosity. To address the\nissue, staff has solicited proposals from contractors to perform annual citywide\nroadway striping maintenance services. The selected contractor will work closely\nwith Public Services staff to develop a comprehensive schedule for citywide striping.\nTo ensure the visual integrity of pavement markings throughout the City, staff\nrecommends entering into a maintenance agreement covering annual citywide\nroadway striping services for a 3 -year term. A Request for Proposals ( RFPs) was\nreleased on August 27th, 2024. Staff has conducted a comprehensive review of the\nthree proposals received. Based on the evaluation of the proposals, staff is\nrecommending Superior Pavement Markings, Inc. as the selected contractor. If\napproved, the city will enter into a Professional Services Agreement ( PSA) for a not -\nto -exceed contract amount of $ 75, 000 per fiscal year through June 30, 2027.\nRecommendation: That the City Council authorize the City Manager to execute a\nProfessional Service Agreement with Superior Pavement Markings, for a total\namount, not -to -exceed $ 75, 000. 00 per fiscal year through June 30, 2027.

J. Fiscal Year 2024- 2025 Concrete Replacement Project No. 24009 — Award of\nConstruction Contract\nAs part of the City' s Fiscal Year 2024- 2025 Capital Improvement Program, the City\nCouncil approved the annual Sidewalk Replacement Project. The Project consists of\nremoval and replacement of existing damaged concrete sidewalk, damaged curb and\ngutter, noncompliant ADA curb ramps, damaged concrete crosswalk headers and\nremoval and replacement of existing trees that have caused damage to concrete\ninfrastructure within the City' s right- of-way. On December 4, 2024, the City received\nsix ( 6) bids. Based on staffs comprehensive bid analysis, the bid submitted by\nCT& T Concrete Paving in the amount of $354, 988. 25, is determined to be the lowest\nresponsive bid.\nRecommendation: That the City Council take the following actions:\n1. Approve the plans and specifications for the FY 24- 25 Concrete Replacement\nProject No. 24009; and\n2. Authorize the City Manager to execute a construction contract with CT& T\nConcrete Paving, Inc. in the amount of $354, 988. 25. In addition, authorize an\namount of $ 35, 498. 83 ( 10%) as a contingency to cover the cost of unforeseen\nconstruction expenses, for atotal construction budget of $390, 487. 08

K. Strathmore Avenue and Virginia Street Roadway Rehabilitation — Project No. 21851\nAward of Construction Contract\nIn April 2024 roadway depressions along Strathmore Avenue and Virginia Street\nwere reported to the Public Works Engineering Division. Staff conducted a\ncomprehensive review of nearby utilities with the aim of determining the cause of\nthe roadway depressions. The utility agencies conducted reviews of their\nunderground utilities and confirmed that there were no water leaks, sewer leaks, or\nstorm drain deficiencies that could be causing the roadway depressions. Staff then\ninitiated a Geotechnical review of the roadway at the intersection of Strathmore\nAvenue and Virginia Street to fully understand the cause of the depressions.\nThe result of the Geotechnical report concluded that the roadway depressions can be\nattributed to poor trench compaction when a storm drain was installed along Virginia\nStreet onto Strathmore Avenue in 2007. Based on the recommendations provided in\nthe Geotechnical report, Staff prepared construction bid documents that specify the\nremoval of loose backfill material to a depth of 4 feet, this repair is crucial to ensure\nproper soil compaction along the roadway segment to prevent the development of roadway depressions that may occur once repairs are completed. The project was not\nincluded as a part of the City' s Fiscal Year 2024- 25 Capital Improvement Program,\nhowever, due to the nature of the roadway conditions potentially becoming worse\nduring the upcoming wet season, Staff is recommending a new appropriation for the\nproject in the amount of $273, 480. 00 for this critical roadway repair. On December\n4, 2024, the City received five ( 5) bids. Based on staff' s comprehensive bid analysis,\nthe bid submitted by Terra Pave, Inc. in the amount of $ 227, 900. 00, is determined\nto be the lowest responsive bid.\nRecommendation: That the City Council take the following actions:\n1. Approve the plans and specifications for the Strathmore Avenue and Virginia\nStreet Roadway Rehabilitation - Project No. 21851; and\n2. Authorize the City Manager to execute a construction contract with Terra Pave,\nInc. in the amount of $ 227, 900. 00. In addition, authorize an amount of\n45, 580. 00 ( 20% of base bid) to include contingency to cover the cost of\nunforeseen construction expenses and project management for a total\nconstruction budget of $273, 480. 00 and adopt Resolution No. 2024- 70, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, TO AMEND THE FISCAL YEAR\n2024- 25 CAPITAL IMPROVEMENT PROGRAM BUDGET AND\nAPPROPRIATE NEW FUNDS FOR THE STRATHMORE\nAVENUE AND VIRGINIA STREET ROADWAY\nREHABILITATION ( PROJECT NO. 2185 1)

L. Approval of Traffic Improvements Along Fern Avenue, between Del Mar Avenue\nand New Avenue\nAt the November 7, 2024, Traffic Commission Meeting, staff presented\nrecommendations and options for traffic improvements along Fern Avenue between\nDel Mar Avenue and New Avenue. After a thorough review of existing field and\ntraffic conditions and per the guidelines in the California Manual on Uniform Traffic\nControl Devices, California Vehicle Code, it was determined that the segment of Fern\nAvenue adjacent to the school frontage of Arlene Bitely Elementary does not meet\nthe minimum requirements for the installation of a midblock crosswalk. While it was\nobserved that some pedestrians are crossing in the area, there were not enough student\nage pedestrians crossing Fern Avenue midblock to warrant the installation of a\ncrosswalk at this time. However, it was determined that Fern Avenue, from New\nAvenue to Del Mar Avenue would benefit from the installation of various traffic\ncalming measures around Arlene Bitely Elementary school such as new signage and\nstriping. It was also determined that the segment of Fern Avenue between New\nAvenue and Jackson Avenue may qualify for speed humps, but it was not considered\nin the recommendations as there is not an official speed hump policy for the City.\nThe Traffic Commission approved the staff recommendations for the area as shown\non the " Installation Exhibit" in Attachment B. Public Works Field Services staff will\ncomplete all the recommended items.\nRecommendation: That the City Council authorize the approval of the Traffic\nCommission recommendations for traffic calming measures along Fern Avenue\nbetween Del Mar Avenue and New Avenue.

Approval of Undertaking Agreement for Tract Map No. 63609 For 8440- 8446\nDorothy Street\nTract Map No. 63609 is being submitted for consideration and approval along with\nan Undertaking Agreement to guarantee construction of public improvements\nsubsequent to the recordation of the tract map.\nRecommendation: That the City Council approve Tract Map No. 63609 and the\nUndertaking Agreement and direct the City Clerk to arrange for the recordation of\nthe map.

Award of Contract for Professional Information Technology Management Services\nThe City of Rosemead contracted information technology (" IT") services with Max\nPower Technology, LLC (" Max Power") in December 2019. Their contract is set to\nexpire on December 10, 2024. A competitive bid process was conducted, and eleven\n11) qualified proposals were received. Based on a review of all proposals, staff is\nrecommending the City Council authorize the City Manager to execute aProfessional\nServices Agreement (" Agreement') with Acorn Technology Services\nAcorn Technology") for a 3 -year contract in the amount of $ 431, 820 through\nNovember 22, 2027, with the option for up to two one- year extensions.\nRecommendation: That the City Council authorize the City Manager to execute a\n3 -year Professional Services Agreement in the amount of $ 431, 820 through\nNovember 12, 2027, with Acorn Technology Services for Information Technology\nManagement Services, including an option to renew for two one- year extensions.
