K. Strathmore Avenue and Virginia Street Roadway Rehabilitation — Project No. 21851\nAward of Construction Contract\nIn April 2024 roadway depressions along Strathmore Avenue and Virginia Street\nwere reported to the Public Works Engineering Division. Staff conducted a\ncomprehensive review of nearby utilities with the aim of determining the cause of\nthe roadway depressions. The utility agencies conducted reviews of their\nunderground utilities and confirmed that there were no water leaks, sewer leaks, or\nstorm drain deficiencies that could be causing the roadway depressions. Staff then\ninitiated a Geotechnical review of the roadway at the intersection of Strathmore\nAvenue and Virginia Street to fully understand the cause of the depressions.\nThe result of the Geotechnical report concluded that the roadway depressions can be\nattributed to poor trench compaction when a storm drain was installed along Virginia\nStreet onto Strathmore Avenue in 2007. Based on the recommendations provided in\nthe Geotechnical report, Staff prepared construction bid documents that specify the\nremoval of loose backfill material to a depth of 4 feet, this repair is crucial to ensure\nproper soil compaction along the roadway segment to prevent the development of roadway depressions that may occur once repairs are completed. The project was not\nincluded as a part of the City' s Fiscal Year 2024- 25 Capital Improvement Program,\nhowever, due to the nature of the roadway conditions potentially becoming worse\nduring the upcoming wet season, Staff is recommending a new appropriation for the\nproject in the amount of $273, 480. 00 for this critical roadway repair. On December\n4, 2024, the City received five ( 5) bids. Based on staff' s comprehensive bid analysis,\nthe bid submitted by Terra Pave, Inc. in the amount of $ 227, 900. 00, is determined\nto be the lowest responsive bid.\nRecommendation: That the City Council take the following actions:\n1. Approve the plans and specifications for the Strathmore Avenue and Virginia\nStreet Roadway Rehabilitation - Project No. 21851; and\n2. Authorize the City Manager to execute a construction contract with Terra Pave,\nInc. in the amount of $ 227, 900. 00. In addition, authorize an amount of\n45, 580. 00 ( 20% of base bid) to include contingency to cover the cost of\nunforeseen construction expenses and project management for a total\nconstruction budget of $273, 480. 00 and adopt Resolution No. 2024- 70, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, TO AMEND THE FISCAL YEAR\n2024- 25 CAPITAL IMPROVEMENT PROGRAM BUDGET AND\nAPPROPRIATE NEW FUNDS FOR THE STRATHMORE\nAVENUE AND VIRGINIA STREET ROADWAY\nREHABILITATION ( PROJECT NO. 2185 1)
