A. Public Hearing on General Plan Amendment 23- 01 and Zone Change 23- 01 —\nHousing Element Rezone Efforts\nThe 2021- 2029 Housing Element was adopted by the Rosemead City Council on\nJanuary 11, 2022, and certified by the California Department of Housing and\nCommunity Development on August 1, 2022. The Housing Element sets forth goals,\npolicies and programs that address future housing needs for all income levels over a\nplanning period of 2021- 2029 and coincides with the Regional Housing Needs\nAssessment ( RHNA), a unit count established by State Housing Law. During the\nHousing Element process, the City assessed a number of sites in its Sites Inventory\nthat would be able to accommodate the City' s allocated RHNA of 4, 612 units. With\nunits entitled and under review, as well as anticipated ADUs, the City has adequate\ncapacity for its RHNA units. However, to further accommodate for the City' s RHNA\nnumbers and to comply with SB 166 ( no net loss), the City identified ten candidate\nsites to be rezoned ( Housing Element Rezoning Efforts). The rezoned sites will meet\nthe requirements of Government Code § 65583. 2, including but not limited to a\nminimum density of 20 units per acre, minimum site size to permit at least 16 units\non site, and zoned to allow ownership and rental housing by -right in which at least\n20 percent of the units are affordable to lower income households.\n2 General Plan Amendment 23- 01 and Zone Change 23- 01 include changes to the\nCity' s General Plan and Zoning Map to implement the City' s certified Housing\nElement, which is a policy decision and administrative in nature. No development\nprojects are proposed on any of the ten candidate sites as partofthe Housing Element\nRezoning Efforts.\nRecommendation: That the City Council take the following actions:\n1. Conduct a public hearing and receive public testimony; and\n2. Adopt City Council Resolution No. 2024- 65, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, APPROVING GENERAL PLAN AMENDMENT\n23- 01, AMENDING THE GENERAL PLAN LAND USE\nDESIGNATION MAP ( FIGURE 2- 1) TO IMPLEMENT THE\nHOUSING ELEMENT REZONING EFFORTS FOR THE 2021-\n2029 PLANNING PERIOD, and\n3. Introduce the first reading, by title only, Ordinance No. 1024, entitled:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, FOR THE APPROVAL OF ZONE CHANGE 23-\n01, AMENDING THE ZONING MAP TO IMPLEMENT THE\nHOUSING ELEMENT REZONING EFFORTS FOR THE 2021-\n2029 PLANNING PERIOD
