7. AUTHORIZE RFP: DEVELOPMENT OF A FEASIBILITY STUDY FOR THE STORY\nPARK STORMWATER CAPTURE PROJECT – F2M23-29, RFP2M23-7\nThe City developed a Stormwater Master Plan in order to comply with the Safe Clean\nWater Program’s stringent funding requirements by implementing a cost-effective strategy\nto identify potential opportunities for stormwater projects and prioritize the planning\nprocess. The proposed Story Park site is identified as a priority concept in the Stormwater\nMaster Plan. This project seeks to improve water quality from runoff discharged to the\nUpper LA River Watershed Area infiltration, and filtration features. The project is\nenvisioned as a diversion, storage, infiltration, and filtration facility with the potential to\noffer runoff storage and water quality benefits for the jurisdictions of Alhambra, South\nPasadena, San Marino, and Pasadena. The Safe Clean Water Program requires a\nfeasibility study in order to compete for funding from the Regional Program for stormwater\nproject design, construction, operations and maintenance, and other related eligible\nactivities.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals to qualified firms for the development of a feasibility study for the Story Park\nStormwater Capture Project; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
