NIB: REPLACEMENT OF ALHAMBRA POOLS MECHANICAL EQUIPMENT – F2M23-\n31, N2M23-32\nAlhambra Pools have heaters, chemical controllers, filters, chlorine tanks, pumps and\nother pool equipment that are reaching the end of their useful life. A fully operational\nswimming pool mechanical system is a necessity for Alhambra and Granada Park pools.\nSpecifications and bid documentation have been completed for the Alhambra Pools\nMechanical Equipment Replacement Project. The project will be funded with American\nRescue Plan Act (ARPA) funds. The project bids are due no later than 10:30 a.m. on\nMarch 30, 2023, in the office of the City Clerk and will be opened at 11:00 a.m. that same\nday.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the Alhambra Pools Mechanical Equipment Replacement\nProject; and, direct staff to undertake the steps necessary to finalize Council’s action.

AUTHORIZE RFP: LANDSCAPE MAINTENANCE SERVICES FOR VARIOUS CITY\nPROPERTIES – F2M23-32, RFP2M23-6\nThe City of Alhambra currently contracts with Parkwood Landscape Maintenance, Inc. for\nlandscape maintenance services. The contract expires on June 30, 2023. Therefore, staff\nis requesting authorization from the City Council to circulate a Request for Proposals\n(RFP) for Landscape Maintenance Services for various City properties. Proposals will be\ndue to the Parks & Recreation Department in City Hall by 4:30 p.m. on April 11, 2023.\n5\n3-13-23\nRecommended Action: City Council authorize staff to circulate a Request for\nProposals to prospective contractors to provide landscape maintenance services for\nvarious city properties, with proposals due by 4:30 p.m. on April 11, 2023; and, direct staff\nto undertake the steps necessary to finalize Council’s action.

12. NOTICE OF COMPLETION: PURCHASE OF SHADE STRUCTURES FOR ALHAMBRA\nAND GRANADA PARK POOLS – F2M22-6B, C2M22-10, M2M23-34\nOn March 14, 2022, the City Council awarded a contract to Pacific Play Systems Inc. for\nthe Alhambra Pools Shade Structure Project in the amount of $249,500.00. There were\ntwo change orders totaling $24,009.25 for the project for additional drilling due to finding\nwater lines and to move one shade from Granada Pool to Alhambra Pool due to finding\nunforeseen concrete in the excavation process. The total amount of the contract is\n$273.509.25. This project has been inspected by staff, and all work has been completed\nin accordance with the City’s requirements and specifications. As such, it would be\nappropriate for the City Council to accept this project as complete.\nRecommended Action: City Council accept the work of Pacific Play Systems Inc. for\nthe Alhambra Pools Shade Structure Project as complete in the amount of $273,509.25;\ndirect the City Clerk to file a Notice of Completion with the County of Los Angeles for\nrecordation; instruct the Finance Director to release the 5 percent retention 35 days from\nthe date of recordation if no liens are filed; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 13. APPROVAL TO CANCEL MOTOROLA RIPA MODULE PURCHASE – F2M18-6B,\nC2M18-66, M2M23-35\nOn December 13, 2018, the City entered into a contract for the purchase of public safety\nComputer Aided Dispatch (CAD) and Records Management System (RMS) for a total\namount of $1,127,388.85 under a five-year lease. On June 27, 2022, the City Council\napproved a Motorola RIPA module agreement with an initial cost of $22,743 with an\nannual maintenance of $3,300. Since Council’s approval of the Motorola RIPA module,\nstaff has not implemented the RIPA module due to Motorola’s inability to deliver the\nproduct. Motorola’s contract states staff can cancel the contract after giving 30 days’ notice\nof default and their failure to cure within 30 days. Staff will seek a different vendor to collect\nperceived demographic, and other detailed data regarding pedestrian and traffic stops and\nreport to the California Department of Justice in compliance with AB 953 RIPA legislation.\nRecommended Action: City Council authorize the cancellation of Motorola’s RIPA\nmodule purchase agreement approved by the City Council on June 27, 2022; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. AUTHORIZE RFP: DESIGN, CONSTRUCTION AND DECORATION OF THE 2025-2029\nTOURNAMENT OF ROSES PARADE FLOATS – F2M23-33, RFP2M23-9\nAnnually, the City conducts an art drawing contest that includes all elementary school\nstudents that attend school in the City of Alhambra. The winning art will be used each year\nto inspire the 2025, 2026, 2027, 2028, and 2029 Tournament of Roses Floats. After the\n6\n3-13-23\nwinning art has been chosen, the City will seek a professional float builder to provide all\nservices required to be an eligible Rose Parade Float entry. Elements shall include but\nare not limited to the concept, design, construction and floral decorating. Therefore, staff\nrequests City Council authorization to circulate a Request for Proposals to provide Rose\nParade Float design and build services for the 2025-2029 Tournament of Roses Parades.\nProposals will be due to the Parks & Recreation Department in City Hall by 4:00 p.m. on\nApril 13, 2023.\nRecommended Action: City Council authorize staff to circulate a Request for\nProposals to prospective contractors to provide Tournament of Roses Float design and\nbuild services for the 2025-2029 Tournament of Roses Parades, with proposals due by\n4:00 pm on April 13, 2023; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.

15. APPROVAL OF A CONTRACT AMENDMENT WITH CONSOLIDATED DISPOSAL\nSERVICES, L.L.C. DBA REPUBLIC SERVICES FOR REINSTATEMENT OF WEEKLY\nBULKY ITEM SWEEP SERVICE PROGRAM – F2M20-39, C2M21-9, M2M23-36\nOn February 22, 2021, the City of Alhambra (“the City”) entered into contract with Republic\nServices for residential and commercial integrated solid waste management services. The\ncontract grants four courtesy bulky item pickups per year for residential customers and\none courtesy bulky item pickup per unit per year for multi-family complex customers, upon\nscheduling such service. The prior contract included “weekly sweep” services on each\narea’s normal trash pick-up day for bulky items. Despite outreach efforts on the new bulky\nitem collection policy and requirements for scheduled pick-ups, illegal dumping continues\nto be a frequent complaint throughout the City. Illegal dumping deteriorates the overall\nquality and appearance of the City’s neighborhoods and endangers the health and\nwellbeing of residents and pedestrians. The service reinstatement under the proposed\nAmendment will allow the “weekly sweep” of bulky items included in the City’s waste\nhauling contracts prior to the current 2021 contract; therefore, restoring prior level of\nservice. To account for costs associated under the proposed Amendment, an increase to\nresidential and commercial account rates will result as described in the March 13, 2023\nstaff report by the Deputy City Manager and Recycling Assistant. If approved, the service\nreinstatement and change in monthly rates would commence April 1, 2023 to align with\nthe residential quarterly bill cycle. All other provisions of the City’s contract with Republic\nwill remain unchanged.\nRecommended Action: City Council approve an Amendment, subject to review and\napproval by the City Manager and the City Attorney, to Contract No. C2M21-9 between\nthe City of Alhambra and Consolidated Disposal Service, LLC dba Republic Services, for\nthe reimplementation of a citywide “weekly sweep” service of bulky items at an additional\nresidential and commercial rate cost; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH\nCALTRANS FOR THE FREMONT RAMP AND INTERCHANGE IMPROVEMENTS –\nF2M19-32, C2M23-13, M2M23-37\n7\n3-13-23\n“Advancing Alhambra” is the City’s plan to improve local roads and safety for residents\nand reduce traffic and congestion in Alhambra via various mobility improvements. To find\nsolutions to Alhambra’s traffic and congestion concerns, the Los Angeles County\nMetropolitan Transportation Authority (Metro) reallocated the transportation funds\n(Measure R) once approved for the 710 Tunnel Project to area municipalities to enhance\ntransportation operations and address the congestion issues being experienced. Pursuant\nto this direction, the City of Alhambra conducted traffic studies in 2020 and scoping in\n2021 to help identify locations for mobility improvement consideration. Among the City’s\noptions, four major ramp locations emerged as targets including Fremont, Atlantic,\nGarfield and the conversion of the 710 Stub at Valley into a four-lane arterial.\nImprovements at these locations are projected to help keep motorists on the I-10 rather\nthan cutting through Alhambra, providing not only relief to the local community, but also\nnot negatively altering regional traffic patterns. On March 2, 2023, the City received from\nCaltrans a Cooperative Agreement, which establishes the responsibilities of each agency\nin the preparation of the Project Approval and Environmental Document (PA&ED), Plans,\nSpecifications, and Estimates (PS&E) and Right of Way (ROW). Elements of the Fremont\nProject include the ramp improvements on I-10 and a braided ramp between Northbound\nI-710 to Eastbound I-10 Connector and Eastbound Fremont Interchange offramp. This\nCooperative Agreement between the City and Caltrans does not finalize the City’s project\nat Fremont and the interchange; rather, it defines the responsibilities between Caltrans\nand the City with regard to continuing to process the project, including outreach,\nenvironmental review, design and ultimately, construction.\nRecommended Action: City Council authorize entering into a Cooperative\nAgreement, subject to final language approval by the City Manager and City Attorney, by\nand between the City of Alhambra and the California Department of Transportation\n(Caltrans) to complete the PA&ED, PS&E, and ROW for the Fremont Ramp and\nInterchange Improvements; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. CITY COUNCIL SUBCOMMITTEE UPDATE REGARDING DEVELOPMENT OF THE\nBICYCLE AND PEDESTRIAN TRANSPORTATION IMPROVEMENT PLAN – F2M22-\n33,\nOn February 28, 2023, Bicycle and Pedestrian Transportation Improvement Plan\nSubcommittee Members, Jeff Maloney and Sasha Renée Pérez, met with City staff and\nthe City’s consultant on the Plan, Alta Planning + Design, to receive an update on the\nPlan’s development. Over the last several months Alta Planning + Design collected traffic\nand collision information and engaged the community on existing bicycle and pedestrian\nneeds and concerns. As a result of this outreach work, which included surveys, site walks,\nbike and walk audits, an interactive map, virtual workshops, pop-up information booths at\nschools, parks, and the Joslyn Center, and a meeting with the Transportation Commission\non March 8, 2023, Alta Planning + Design will now move into data analysis to develop the\nCity’s bicycle plan network and bicycle/pedestrian recommendations/enhancements. This\nevening, the Council Subcommittee Members will report on the Plan’s progress. Once\nAlta Planning + Design completes the analysis and provides a Draft Plan, the community\nwill be invited to provide additional feedback on the Draft Plan before its final adoption.\nRecommended Action: City Council receive and order filed this informational report.\nCONSENT AGENDA (Item Nos. 6 – 18)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

NIB: MAIN STREET, FOURTH STREET, AND MISSION ROAD SEWER MAIN\nREPLACEMENT PROJECT - PHASE 1 – F2M22-53, N2M23-31\nOn December 12, 2022, the City Council rejected the bids received for the Main Street,\nFourth Street, and Mission Road Sewer Main Replacement Project due to the bids being\nhigher than the amount of funds available. Staff worked with the Design Engineers to\nreduce the scope of the project and now recommends the project be re-advertised in two\nphases. The first phase will be on Mission Road (from Fourth Street to Garfield Avenue)\nand Fourth Street (from Mission Road to Commonwealth Avenue). Phase 1 of the Project\nwill replace approximately 3,350 feet of existing 8-inch - 12-inch sewer main to 18-inch -\n21-inch sewer main. Plans and specifications have been prepared. Staff has reviewed the\nplans and found them to be consistent with the City’s standards.\n3\n3-13-23\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Main Street, Fourth Street, and Mission Road Sewer Main\nReplacement Project – Phase 1 with bids due no later than 10:30 a.m. on March 30, 2023,\nand opened at 11:00 a.m. that same day.

AUTHORIZE RFP: DEVELOPMENT OF A FEASIBILITY STUDY FOR THE STORY\nPARK STORMWATER CAPTURE PROJECT – F2M23-29, RFP2M23-7\nThe City developed a Stormwater Master Plan in order to comply with the Safe Clean\nWater Program’s stringent funding requirements by implementing a cost-effective strategy\nto identify potential opportunities for stormwater projects and prioritize the planning\nprocess. The proposed Story Park site is identified as a priority concept in the Stormwater\nMaster Plan. This project seeks to improve water quality from runoff discharged to the\nUpper LA River Watershed Area infiltration, and filtration features. The project is\nenvisioned as a diversion, storage, infiltration, and filtration facility with the potential to\noffer runoff storage and water quality benefits for the jurisdictions of Alhambra, South\nPasadena, San Marino, and Pasadena. The Safe Clean Water Program requires a\nfeasibility study in order to compete for funding from the Regional Program for stormwater\nproject design, construction, operations and maintenance, and other related eligible\nactivities.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals to qualified firms for the development of a feasibility study for the Story Park\nStormwater Capture Project; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.

AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nWATER MAIN REPLACEMENT PROJECT ON HALSTEAD CIRCLE, HIDALGO\nAVENUE, AND MAIN STREET – F2M23-30, RFP2M23-8\nThe Utilities Department regularly installs water mains to replace aging pipelines and to\nimprove system reliability and water quality. The six-inch cast iron water main pipes on\nHalstead Circle between North and South Vega Street and on Hidalgo Avenue between\nMain Street and Alhambra Road were installed in the 1920’s. The four-inch cast iron water\nmain pipe on Main Street between Champion Place and Hidalgo Avenue was installed in\n1910. The water main pipes have a history of breaks. These water main lines should be\nreplaced to improve flow and firefighting capabilities in an emergency. This project would\nreplace the existing four-inch and six-inch cast iron water mains with new 8-inch ductile\niron water mains.\nRecommended Action: City Council approve the distribution of a Request for\nProposals for Professional Engineering Design Services for the Water Main Replacement\nProject on Halstead Circle, Hidalgo Avenue, and Main Street with proposals due no later\nthan 4:00 p.m. on April 13, 2022; and, direct staff to undertake the steps necessary to\nfinalize Council’s action.

AWARD CONTRACT: DESIGN SERVICES FOR ACTIVE TRANSPORTATION\nPROGRAM (ATP) CROSSWALK TRAFFIC CONTROL DEVICES – F2M22-56,\nRFP2M22-18, C2M23-6, M2M23-11\n4\n3-13-23\nThe Alhambra Active Transportation Program (ATP), Lit Crosswalk Traffic Control\nDevices, SGV Measure M Subregional funding consists of improvements at the following\nlocations: Main St./Meridian Ave.; Valley Blvd./Monterey St.; Main St./Marguerita Ave.;\nChapel Ave./ Elgin St.; Main St./Curtis Ave.; Valley Blvd./Date Ave.; Main St./Vega St.;\nMain St./Olive Ave.; and, Valley Blvd./Primrose Ave. The project design includes\ninstallation of pedestrian push button signals and signage at nine intersections that have\nan uncontrolled crosswalk. Pedestrian crossing control equipment at all nine intersections\nmay include flashing beacons (standard beacons per CA-MUTCD or Rapid Rectangular\nFlashing Beacons) or in-road flashing lights along crosswalk lines. Staff circulated a\nRequest for Proposals (RFP) for engineering design services for the completion of Plans-\nSpecifications and Cost Estimates and received proposals from three companies. Staff\nreviewed and evaluated the responding proposals and found the proposal submitted by\nStantec Consulting Services Inc. conforms to the RFP and received the highest rating.\nStaff shared the proposed Project with Alta Planning + Design Inc., the design team\nworking on the City’s Bicycle and Pedestrian Transportation Plan, and they support the\nproposed improvements at uncontrolled crosswalks.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Stantec Consulting Services, Inc. in\nthe amount of $94,796 for design service for the ATP Crosswalk Traffic Control Devices\nProject; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-11)
