13. APPROVAL TO CANCEL MOTOROLA RIPA MODULE PURCHASE – F2M18-6B,\nC2M18-66, M2M23-35\nOn December 13, 2018, the City entered into a contract for the purchase of public safety\nComputer Aided Dispatch (CAD) and Records Management System (RMS) for a total\namount of $1,127,388.85 under a five-year lease. On June 27, 2022, the City Council\napproved a Motorola RIPA module agreement with an initial cost of $22,743 with an\nannual maintenance of $3,300. Since Council’s approval of the Motorola RIPA module,\nstaff has not implemented the RIPA module due to Motorola’s inability to deliver the\nproduct. Motorola’s contract states staff can cancel the contract after giving 30 days’ notice\nof default and their failure to cure within 30 days. Staff will seek a different vendor to collect\nperceived demographic, and other detailed data regarding pedestrian and traffic stops and\nreport to the California Department of Justice in compliance with AB 953 RIPA legislation.\nRecommended Action: City Council authorize the cancellation of Motorola’s RIPA\nmodule purchase agreement approved by the City Council on June 27, 2022; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.
