15. APPROVAL OF A CONTRACT AMENDMENT WITH CONSOLIDATED DISPOSAL\nSERVICES, L.L.C. DBA REPUBLIC SERVICES FOR REINSTATEMENT OF WEEKLY\nBULKY ITEM SWEEP SERVICE PROGRAM – F2M20-39, C2M21-9, M2M23-36\nOn February 22, 2021, the City of Alhambra (“the City”) entered into contract with Republic\nServices for residential and commercial integrated solid waste management services. The\ncontract grants four courtesy bulky item pickups per year for residential customers and\none courtesy bulky item pickup per unit per year for multi-family complex customers, upon\nscheduling such service. The prior contract included “weekly sweep” services on each\narea’s normal trash pick-up day for bulky items. Despite outreach efforts on the new bulky\nitem collection policy and requirements for scheduled pick-ups, illegal dumping continues\nto be a frequent complaint throughout the City. Illegal dumping deteriorates the overall\nquality and appearance of the City’s neighborhoods and endangers the health and\nwellbeing of residents and pedestrians. The service reinstatement under the proposed\nAmendment will allow the “weekly sweep” of bulky items included in the City’s waste\nhauling contracts prior to the current 2021 contract; therefore, restoring prior level of\nservice. To account for costs associated under the proposed Amendment, an increase to\nresidential and commercial account rates will result as described in the March 13, 2023\nstaff report by the Deputy City Manager and Recycling Assistant. If approved, the service\nreinstatement and change in monthly rates would commence April 1, 2023 to align with\nthe residential quarterly bill cycle. All other provisions of the City’s contract with Republic\nwill remain unchanged.\nRecommended Action: City Council approve an Amendment, subject to review and\napproval by the City Manager and the City Attorney, to Contract No. C2M21-9 between\nthe City of Alhambra and Consolidated Disposal Service, LLC dba Republic Services, for\nthe reimplementation of a citywide “weekly sweep” service of bulky items at an additional\nresidential and commercial rate cost; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
