19. CDBG 2024-2025 Annual Action Plan Amendment\nRECOMMENDATION:\nThat the City Council:\n1. Opens the Public Hearing and accepts public testimony for the adoption of the\nsubstantial amendment to the 2024-2025 Annual Action Plan ("AAP");\n2. Closes the Public Hearing;\n3. Authorizes the deappropriation of closed CDBG funded Capital Improvement\nProjects (CIP) (213021PWCP and 223742PWCP) and the CDBG funding\nsources (C1093 and C1105);\n4. Approves a substantial amendment to the AAP to re-allocate $160,000 in\navailable Community Development Block Grant ("CDBG") unallocated funds to\nthe FY 2024-2025 Wells Park Community Center Improvement Project;\n5. Increases the appropriation to the FY 2024-2025 Budget to add the Wells Park\nCommunity Center Improvement Project and approves the allocation and\nexpenditure of CDBG funds in the amount of $160,000 to the new\nestablished projects (C1153/251153PRCP) and the remaining balance of\n$15,683.10 to be reallocated (CUNAL);\n6. Authorizes the City Manager or designee to submit the substantial\namendment as detailed in the report to the U.S. Department of Housing and\nUrban Development ("HUD"), to make any necessary and needed corrections or\nadjustments to the allocations and to execute the affiliated documents; and\n7.
