Official Results of the 2024 General Municipal Election\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, declaring the results of the\nNovember 5, 2024 General Municipal Election for the election of three Members of the\nCity Council of the City of El Cajon: one Member each for District Two, District Three,\nand District Four, each serving a full four-year term to expire December 2028; and adopt\nOrdinance No. 5145 - Measure J, to impose a Transaction and Use Tax effective the\nfirst day following the expiration of the current one-half cent Transaction and Use Tax,\nfor an additional 20-year term (i.e., expiring March 31, 2049).

10. Award of Bid No. 021-25 – Street Striping & Traffic Safety Calming\nRECOMMENDATION:\nThat the City Council adopts the next Resolutions, in order, to:\n1. Approve the Plans and Specifications for Street Striping & Traffic Safety Calming,\nBid No. 021-25; and\n2. Award the bid to the lowest responsive, responsible bidder, Statewide Stripes,\nInc., in the amount of $312,881.25, with the option to renew for four additional\none-year periods.

11. Replacement of Damaged Message Board Trailer\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to:\n1. Appropriate $25,000 of Gas Tax Fund equity to increase the Fiscal Year 2024-25\nGas Tax Vehicle Replacement (211595) annual budget; and\n2. Authorize the Capital Outlay of $25,000 for the replacement of the message\nboard trailer described in the report.

Purchase of Unmanned Aircraft Systems (Drones)\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to authorize the Purchasing\nAgent to execute a purchase agreement with RMUS, LLC dba Rocky Mountain\nUnmanned Systems (RMUS) for the purchase of Skydio X10 drones in the amount of\n$181,362.41 in accordance with El Cajon Municipal Code section 3.20.130(A)(2).

Lexington Avenue ARPA Project Reclassification\nRECOMMENDATION:\nThat the City Council approves the reclassification of a recently-entered into\nagreement with the Chaldean Community Council for building improvements at 405 E.\nLexington Avenue from ARP20 to a new and separate ARP27 project.

17. Purchase of Grapple Truck\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to:\n1. Authorize the Purchasing Agent to waive the bidding requirements in accordance\nwith El Cajon Municipal Code section 3.20.010(C)(5) and issue a sole source\nsolicitation in compliance with federal regulations;\n2. Award a purchase order in the not-to-exceed amount of $322,000 to Municipal\nMaintenance Equipment, Inc. (MMEI) contingent upon the requirements as set\nforth in the agenda report but, if conditions are not met, direct staff to rescind the\naward to MMEI; and\n3. Authorize the City Manager to approve any modifications not to exceed $100,000.

19. CDBG 2024-2025 Annual Action Plan Amendment\nRECOMMENDATION:\nThat the City Council:\n1. Opens the Public Hearing and accepts public testimony for the adoption of the\nsubstantial amendment to the 2024-2025 Annual Action Plan ("AAP");\n2. Closes the Public Hearing;\n3. Authorizes the deappropriation of closed CDBG funded Capital Improvement\nProjects (CIP) (213021PWCP and 223742PWCP) and the CDBG funding\nsources (C1093 and C1105);\n4. Approves a substantial amendment to the AAP to re-allocate $160,000 in\navailable Community Development Block Grant ("CDBG") unallocated funds to\nthe FY 2024-2025 Wells Park Community Center Improvement Project;\n5. Increases the appropriation to the FY 2024-2025 Budget to add the Wells Park\nCommunity Center Improvement Project and approves the allocation and\nexpenditure of CDBG funds in the amount of $160,000 to the new\nestablished projects (C1153/251153PRCP) and the remaining balance of\n$15,683.10 to be reallocated (CUNAL);\n6. Authorizes the City Manager or designee to submit the substantial\namendment as detailed in the report to the U.S. Department of Housing and\nUrban Development ("HUD"), to make any necessary and needed corrections or\nadjustments to the allocations and to execute the affiliated documents; and\n7. Amendment to the El Cajon Municipal Code Chapter 6.12 of Title 6 regarding dogs in\nthe Superblock Area of El Cajon\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the title.\nAn Ordinance of the City Council of the City of El Cajon, California, repealing Section\n6.12.150 of Chapter 6.12 of Title 6 of the El Cajon Municipal Code, to permit dogs in\nthe Superblock Area of El Cajon.\nThis project is exempt pursuant to the California Environmental Quality Act ("CEQA")\nin accordance with State CEQA Guidelines section 15061(b)(3), the “Common Sense”\nexemption. The common sense exemption applies where it can be seen with certainty\nthat there is no possibility that the activity in question may have a significant effect on\nthe environment. The proposed amendment does not result in any development or\nchanges to the physical environment and does not raise this project to a level of\nsignificance that warrants CEQA analysis.
