10.4 AWARD OF A PUBLIC WORKS CONSTRUCTION CONTRACT FOR THE\nANTONIO PARKWAY GATEWAY IMPROVEMENTS PROJECT TO C.S. LEGACY\nCONSTRUCTION, INC. IN THE AMOUNT OF $2,767,430.30 (Parco)\nRECOMMENDATION:\n1) Approve the plans and specifications for the Antonio Parkway Gateway\nImprovements Project; and\n2) Find that the Project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), as a Class 1 Existing Facilities and\nClass 3 New Construction or Conversion of Small Structures, pursuant\nto CEQA Guidelines Section 15301; and\n3) Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO\nSANTA MARGARITA, CALIFORNIA, AMENDING THE FISCAL YEAR 2024-\n25 CAPITAL IMPROVEMENT PROGRAM BUDGET TO INCLUDE\nADDITIONAL EXPENDITURES FOR THE ANTONIO PARKWAY GATEWAY\nIMPROVEMENTS PROJECT\n4) Award a Public Works Construction Contract to the lowest responsive,\nresponsible bidder C.S. Legacy Construction, Inc. of Walnut, California,\nin the amount of $2,767,430.30, and reject all other bids; and\n5) Authorize the Mayor to execute the proposed Public Works\nConstruction Contract.\nItem No. 10.4
