E. FOUR-YEAR PROFESSIONAL SERVICES AGREEMENT WITH GOLDEN BELL\nPRODUCTS, INC. FOR SEWER CHEMICAL TREATMENT SERVICES IN THE\nAMOUNT OF $76,700\nUnder the Sewer Consent Judgement entered into between the City and the\nRegional Water Quality Control Board, San Gabriel is required to adopt and\nperform a complete sewer maintenance program. Staff seeks to continue the\ncurrent annual preventative maintenance program with a chemical roach\ncontrol agent. Golden Bell Products, Inc. has the sole source right for the\napplication of Insecta, the only registered product of its type with an active\ningredient labeled for use in sewer manholes. The four-year agreement with\nGolden Bell Products, Inc. shall not exceed $76,700. The adopted Fiscal Year\n2024-2025 budget includes funding for the first year of this Professional\nServices Agreement in the Sewer budget account 137-800-01-22-000, which is\n$18,200. The annual costs will fluctuate over the duration of the agreement.\nFuture Fiscal Year funding will be planned and budgeted accordingly. Certificate\nof Insurance policies will be updated annually to ensure accurate coverage.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\na four-year Professional Services Agreement with Golden Bell Products, Inc. for\nchemical treatment services in an amount not to exceed $76,700.
