DEVELOPMENT IMPACT FEE COMPLIANCE REPORT REQUIRED PURSUANT\nTO GOVERNMENT CODE SECTION 66006 FOR FISCAL YEAR 2023-2024\nPursuant to Government Code Section 66006, a local agency which levies a fee\nsubject to Government Code Section 66001 shall make available to the public\na report providing the information required by Government Code Section\n66006(b)(1) and shall review that information at the next public meeting no less\nthan 15 days after the information has been made available to the public. The\nreport was prepared in compliance with the applicable Government Code\nsections and is hereby transmitted for City Council approval. The report was\npublicly available on the City’s website beginning December 2, 2024. E. FOUR-YEAR PROFESSIONAL SERVICES AGREEMENT WITH GOLDEN BELL\nPRODUCTS, INC. FOR SEWER CHEMICAL TREATMENT SERVICES IN THE\nAMOUNT OF $76,700\nUnder the Sewer Consent Judgement entered into between the City and the\nRegional Water Quality Control Board, San Gabriel is required to adopt and\nperform a complete sewer maintenance program. Staff seeks to continue the\ncurrent annual preventative maintenance program with a chemical roach\ncontrol agent. Golden Bell Products, Inc. has the sole source right for the\napplication of Insecta, the only registered product of its type with an active\ningredient labeled for use in sewer manholes. The four-year agreement with\nGolden Bell Products, Inc. shall not exceed $76,700. The adopted Fiscal Year\n2024-2025 budget includes funding for the first year of this Professional\nServices Agreement in the Sewer budget account 137-800-01-22-000, which is\n$18,200. The annual costs will fluctuate over the duration of the agreement.\nFuture Fiscal Year funding will be planned and budgeted accordingly. Certificate\nof Insurance policies will be updated annually to ensure accurate coverage.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\na four-year Professional Services Agreement with Golden Bell Products, Inc. for\nchemical treatment services in an amount not to exceed $76,700.

F. APPROPRIATION OF FUNDS TO PAY THE FINAL INVOICE FOR THE\nSOUTHERN CALIFORNIA EDISON (SCE) FACILITIES RELOCATION (RULE\n20B) PER AGREEMENT, IN THE AMOUNT OF $508,778.48\nIn February 2020, City Council approved the Southern California Edison (SCE)\nFacilities Relocation Agreement (Rule 20B) to start constructing the\nunderground overhead electric utility facility on Del Mar Avenue at Valley\nBoulevard. The final invoice is $508,778.48. Funding for this cost is not included\nin the FY 2024-2025 adopted budget. Staff is requesting an appropriation of\n$508,778.48 from the General Fund to account 122-800-15-96-743. Since the\nCity is making the payment for the offsite improvements, there will be less of\nan offset of transient occupancy tax (TOT) in the future to reimburse the\ndeveloper for the offsite improvement cost. In the future, if a loan agreement\nis entered, where the City would loan the funds to the developer and the\ndeveloper would provide the funds to the City to make the payment, then this\npayment may not be viewed as an expenditure but rather a loan receivable.\nPrior to this appropriation, the General Fund was projecting a $209,000 surplus.\nWith this appropriation of $509,000, the General Fund will project a $300,000\ndeficit which will be taken from the General Fund’s unrestricted reserves.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to approve\na purchase order in the amount of $508,778.48 to pay the final invoice for the\nSouthern California Edison (SCE) Facilities Relocation (Rule 20B) for the\nunderground project on Del Mar at Valley Boulevard; and approve an\nappropriation of $508,778.48 from the General Fund to account 122-800-15-\n96-743.

RESOLUTION NO. 24-69 AMENDING THE AUTHORIZED POSITION\nCLASSIFICATION AND SALARY SCHEDULE TO INCORPORATE THE 2025\nSTATE MINIMUM WAGE INCREASE, UPDATE THE LIST OF AUTHORIZED\nPART-TIME LIMITED-SERVICE POSITIONS, AND ADJUST THE PART-TIME\nRECREATION AND AQUATICS PROGRAM POSITION PAY SCHEDULE TO\nLOCAL MARKET RATES\nOn January 1, 2025, the State minimum wage will increase to $16.50 per hour,\nwhich represents a 3.13% increase to the current minimum wage. City-wide\nthere are approximately 80 part-time limited-service employees who will be\naffected by the minimum wage increase, and there approximately 2 part-time\nRecreation and Aquatics employees who will be affected by the minimum wage\nincrease and market rate adjustments to the part-time Recreation and Aquatics\nprogram positions. The minimum wage and market rate adjustments as\ndescribed in this report are expected to have a combined annual cost impact\nof $45,145. The cost impact for Fiscal Year (FY) 2024-2025 is $22,573, with the\nGeneral Fund incurring approximately $8,304 (36.8%) of the total increase. An\nadditional appropriation of $14,269 in general funds and $8,304 in various\nother special funds is needed to cover the increase to part-time salaries in FY\n2024-2025.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-69, which\namends the City’s authorized Salary Schedule by increasing the pay range of all\npart-time limited-service positions by the 2025 minimum wage rate increase,\nupdating the list of part-time limited service positions by adding three new\npositions and retitling two existing positions, and adjusting the pay for the key\npart-time Recreation and Aquatic program positions to the local market rate,\neffective December 28, 2024, and increases General Fund appropriations\n$14,269 and various other special funds $8,304 to cover increase costs to part-\ntime position salaries for Fiscal Year 2024-2025.

A. FISCAL YEAR 2025-2026 COMMUNITY DEVELOPMENT BLOCK GRANT\n(CDBG) PROGRAMS BUDGET AND ALLOCATION (RESOLUTION NO. 24-58)\nEach Fiscal Year (FY), the City of San Gabriel receives an allocation from the Los\nAngeles County Development Authority (LACDA) for the Community\nDevelopment Block Grant (CDBG) Program. For the FY 2025-2026, the City\nshould expect to receive $297,581 (a 2.0% increase from the current year’s\nallocation) to be used toward developing viable communities and serving low-\nand moderate-income populations. The FY 2025-2026 CDBG Program and\nBudget Plan proposes to allocate the funding to the following programs: Youth\nServices Program, Code Enforcement, the Pedestrian Ramp Improvement\nProgram, the Housing Rehabilitation Program, and a Graffiti Control Program.\nThere is no fiscal impact for the current year, 2024-2025. The CDBG funding\nallocation estimate of $297,581 outlined in this report is for the 2025-2026\nFiscal year and represents a 2.0% increase (approximately $5,841) from the\ncurrent year allocation.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as a grant acceptance in\nof itself does not, does not have a potential for any adverse impacts to the\nenvironment.\nPrior to construction, separate environmental review of individual construction\nprojects may be required.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 24-58 authorizing the allocation of Community\nDevelopment Block Grant (CDBG) funds for Fiscal Year (FY) 2025-2026 from\nthe Los Angeles County Development Authority (LACDA) for activities and\nprojects described above and in Exhibit A of the Resolution.\n2. Carry over any CDBG funds unspent at the close of FY 2024-2025 and\nrecognize the receipt of FY 2025-2026 CDBG Program funds awarded by\nLACDA to the City in the City FY 2025-2026 Budget.\n3. Recognize the receipt of an estimated $20,630 of CDBG funds from the Los\nAngeles County First District Supervisor’s Office if funds are approved by\nthe Board of Supervisors for the After-School Sports Program for youth in\ngrades 6-8.\n4. Allocate, in proportioned amounts, any FY 2024-2025 CDBG funds in excess\nof estimated funds to the Pedestrian Ramp Improvement Project, Code\nEnforcement Program, Graffiti Control Program, Housing Rehabilitation\nProgram, and/or Youth Services Program.\n5. Authorize the City Manager to execute new contracts with LACDA for the\nallocation of FY 2025-2026 CDBG Program (subject to adjustment to reflect\nthe actual allocation of funds to San Gabriel).

PURCHASE OF A MODULAR STRUCTURE IN THE AMOUNT OF $277,507.78\nPLUS $65,000 FOR UTILITY INSTALLATIONS AND SITE PREPARATION\nWORK AND DISCUSSION OF A MULTI-PHASE EXPANSION PROJECT OF\nTHE SAN GABRIEL POLICE BUILDING [RESOLUTION NO. 24-71]\nThis proposal introduces the multi-phase plan to renovate and expand the\naging Police Department building, which was constructed in 1962 and is no\nlonger able to adequately serve the men and women of the San Gabriel Police\nDepartment.\nPhase One: This phase will focus on the immediate needs of Department\npersonnel and includes the proposed purchase of a newly-refurbished, modern\nmodular structure to serve as the employees’ temporary locker rooms, showers,\nand restrooms in the amount of $277,507.78 plus $65,000 for utility installations\nand site preparation.\nPhase Two: This phase will include identifying the current and future needs of\nthe Police facility with a phased development implementation plan. This report\nestablishes the framework for this phase and opens up the discussion for the\nPolice facility expansion.\nThe cost to purchase the modular trailer is $277,507.78 and added to that cost\nis $65,000 for Public Works utility installations and site preparation for the total\nproject costs. The funding for this project will include $100,000 in development\nfees restricted for Police facilities (171-751-00-99-175); $54,801 (16%) from\nPolice facility development impact fees (124-751-40-99-175); and $187,000\nfrom the general fund (124-751-15-99-175). These funds were not included in\nthe Fiscal Year 2024-2025 budget, and Resolution No. 24-71 is attached to\nappropriate the funds to the City’s budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends City Council approve the contract with Mobile Modular\nManagement Corporation to purchase the proposed modular trailer and\nauthorize the City Manager to approve a purchase order for $277,507.78.\nAdditionally, staff recommends adopting Resolution No. 24-71 authorizing the\nuse of funds to complete the project.

RESOLUTION NO. 24-73 DECLARING THE RESULTS AND RECITING THE\nFACT OF THE SAN GABRIEL GENERAL MUNICIPAL ELECTION HELD\nNOVEMBER 5, 2024\nOn November 5, 2024, a General Municipal Election was held for the purpose\nof electing two members of the City Council. This item is to declare the results:\nThe election of Tony Ding and Jorge Herrera Avila as members of the City\nCouncil for four-year terms. Funding for the election costs is provided in the\napproved Elections Budget for Fiscal Year 2024-2025 (Account No. 121-702-00-\n22-000). Final figures are not yet available as the invoice from the Los Angeles\nCounty Registrar-Recorder has not yet been received.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-73 reciting the\nfact of the General Municipal Election held on November 5, 2024, declaring the\nresults and such other matters as provided by law.
