A. FISCAL YEAR 2025-2026 COMMUNITY DEVELOPMENT BLOCK GRANT\n(CDBG) PROGRAMS BUDGET AND ALLOCATION (RESOLUTION NO. 24-58)\nEach Fiscal Year (FY), the City of San Gabriel receives an allocation from the Los\nAngeles County Development Authority (LACDA) for the Community\nDevelopment Block Grant (CDBG) Program. For the FY 2025-2026, the City\nshould expect to receive $297,581 (a 2.0% increase from the current year’s\nallocation) to be used toward developing viable communities and serving low-\nand moderate-income populations. The FY 2025-2026 CDBG Program and\nBudget Plan proposes to allocate the funding to the following programs: Youth\nServices Program, Code Enforcement, the Pedestrian Ramp Improvement\nProgram, the Housing Rehabilitation Program, and a Graffiti Control Program.\nThere is no fiscal impact for the current year, 2024-2025. The CDBG funding\nallocation estimate of $297,581 outlined in this report is for the 2025-2026\nFiscal year and represents a 2.0% increase (approximately $5,841) from the\ncurrent year allocation.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as a grant acceptance in\nof itself does not, does not have a potential for any adverse impacts to the\nenvironment.\nPrior to construction, separate environmental review of individual construction\nprojects may be required.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 24-58 authorizing the allocation of Community\nDevelopment Block Grant (CDBG) funds for Fiscal Year (FY) 2025-2026 from\nthe Los Angeles County Development Authority (LACDA) for activities and\nprojects described above and in Exhibit A of the Resolution.\n2. Carry over any CDBG funds unspent at the close of FY 2024-2025 and\nrecognize the receipt of FY 2025-2026 CDBG Program funds awarded by\nLACDA to the City in the City FY 2025-2026 Budget.\n3. Recognize the receipt of an estimated $20,630 of CDBG funds from the Los\nAngeles County First District Supervisor’s Office if funds are approved by\nthe Board of Supervisors for the After-School Sports Program for youth in\ngrades 6-8.\n4. Allocate, in proportioned amounts, any FY 2024-2025 CDBG funds in excess\nof estimated funds to the Pedestrian Ramp Improvement Project, Code\nEnforcement Program, Graffiti Control Program, Housing Rehabilitation\nProgram, and/or Youth Services Program.\n5. Authorize the City Manager to execute new contracts with LACDA for the\nallocation of FY 2025-2026 CDBG Program (subject to adjustment to reflect\nthe actual allocation of funds to San Gabriel).
