3-D. Memoranda of Understanding with the Laborers' International Union of\nNorth America Local 777\nRecommendation: Authorize the Executive Director of the Los Angeles County\nDevelopment Authority to execute two memoranda of understanding between\nthe Los Angeles County Development Authority (LACDA) and Laborers’\nInternational Union of North America Local 777 for the Maintenance Worker\nand Program Specialist bargaining units, effective November 1, 2024 through\nOctober 31, 2027; approve a one-time non-pensionable payment of $1,000 for\nall active LACDA employees as of the date of the approval of this letter; approve\na $200 monthly bilingual pay stipend for all qualified represented and\nnon-represented bilingual workers who translate both written and verbal\ncorrespondence; approve one additional eight-hour floating holiday for all\nLACDA employees and allow all regularly observed holidays to be taken as a\nnine-hour day for those employees on a 9/80 schedule; and approve a\nthree-step General Salary Adjustment to LACDA’s Salary Schedule to be\napplied to all currently employed represented and non-represented employees\nas follows:\n5% effective the first full pay period following Board approval;\n3.5% effective the first full pay period after November 1, 2025; and\n3.5% effective the first full pay period after November 1, 2026.\n(24-5851)
