Contract for Virtual Community Meeting Production Services\nRecommendation: Authorize the Executive Director of the Los Angeles County\nDevelopment Authority to execute a contract with Coast to Coast Conferences\nand Events, to provide video production services for an initial term of one year,\nwith four one-year renewal options, for a maximum total contract term of five\nyears, an annual not-to-exceed amount of $500,000, and aggregate\nnot-to-exceed amount of $2,500,000, using program funds included in the Los\nAngeles County Development Authority’s (LACDA’s) approved Fiscal Year\n2024-25 budget; find that approval of the contract is not subject to the California\nEnvironmental Quality Act; and authorize the Executive Director to take the\nfollowing actions: APPROVE (NOTE: The Chief Information Officer\nrecommends approval of this item.)\nExercise the renewal options in accordance with the contract using funds\nto be requested through LACDA’s annual budget approval process,\nexecute applicable contract amendments should the original contracting\nentity merge, be acquired, or otherwise have a change of entity, revise\nthe terms and conditions to align with the Board applicable policy\nchanges and directives, and to approve necessary changes to the scope\nof services, as well as termination of services due to convenience; and\nIncrease the total compensation by up to $250,000 (10% of the\naggregate not-to-exceed amount) in Pool Dollars as needed for\nunforeseen costs. Contract for Assessment of Fair Housing Consulting Services\nRecommendation: Authorize the Executive Director to execute and, if\nnecessary, terminate a one-year contract for Assessment of fair housing\nconsulting services with Grow America, in the amount of $105,000, using\nCommunity Development Block Grant (CDBG) administrative funds allocated for\nFiscal Year (FY) 2024-2025 by the U.S. Department of Housing and Urban\nDevelopment (HUD); and authorize the Executive Director to execute up to two\none-year extensions to the contract, at the same annual amount of $105,000,\nusing the annual allocation of CDBG funds by HUD, contingent upon continued\nCDBG funding and satisfactory contract performance, to be effective following\nexecution by all the parties; and find that approval of the contract is not subject\nto the provisions of the California Environmental Quality Act. Memoranda of Understanding with the Laborers' International Union of\nNorth America Local 777\nRecommendation: Authorize the Executive Director of the Los Angeles County\nDevelopment Authority to execute two memoranda of understanding between\nthe Los Angeles County Development Authority (LACDA) and Laborers’\nInternational Union of North America Local 777 for the Maintenance Worker\nand Program Specialist bargaining units, effective November 1, 2024 through\nOctober 31, 2027; approve a one-time non-pensionable payment of $1,000 for\nall active LACDA employees as of the date of the approval of this letter; approve\na $200 monthly bilingual pay stipend for all qualified represented and\nnon-represented bilingual workers who translate both written and verbal\ncorrespondence; approve one additional eight-hour floating holiday for all\nLACDA employees and allow all regularly observed holidays to be taken as a\nnine-hour day for those employees on a 9/80 schedule; and approve a\nthree-step General Salary Adjustment to LACDA’s Salary Schedule to be\napplied to all currently employed represented and non-represented employees\nas follows:\n5% effective the first full pay period following Board approval;\n3.5% effective the first full pay period after November 1, 2025; and\n3.5% effective the first full pay period after November 1, 2026.\n(24-5851)
