M. AWARD CONSTRUCTION AGREEMENT TO HARDY AND HARPER, INC.\nFOR THE 2023-2024 PAVEMENT REHABILITATION PROJECT (CIP\n#23105)\n1. Requested Action: That the City Council award a construction contract to\nHardy and Harper Inc. in the amount of $2,757,000.00 for the Citywide\nPaving Rehabilitation Project.\n2. Approve a project contingency in the amount of $275,700 (10% of bid\namount) for unforeseen conditions.\n3. Allocate funds for the Project in the amount $1,720,936.58 from American\nRescue Plan Act (ARPA), as outlined in the Table A in the financial impact\nsection.\n4. Authorize the City Manager to execute the agreement in substantially the\nform and format attached to the staff report as approved by the City\nAttorney.\n5. Authorize the Finance Director to make any appropriate budgetary changes.
