K.7 AUTHORIZE A PROPERTY LEASE AGREEMENT AND PROFESSIONAL\nSERVICES AGREEMENT TO CREATE AND OPERATE AN IMMERSIVE MUSEUM\nAND ART FACILITY (REPORT OF: CITY MANAGER)\nAuthorize a property lease agreement and professional services agreement to create\nand operate an immersive museum and art facility (Report of: City Manager)\nRecommendation(s)\nThat the City Council and the Moreno Valley Community Foundation:\n1. Authorize the Acting City Manager/Acting Executive Director to execute a Property\nLease Agreement and any subsequent related amendments, subject to the approval\nof the City Attorney and within the budgetary amounts previously approved by\nCouncil/Board of Directors as part of the adopted and/or amended budget process.\n2. Authorize the Acting City Manager/Acting Executive Director to execute a\nProfessional Services Agreement based on the attached Exhibit A Scope of Work\nand any subsequent related amendments, subject to the approval of the City Attorney\nand within the budgetary amounts previously approved by Council/Board of Directors\nas part of the adopted and/or amended budget process.\n3. Authorize the Chief Financial Officer to issue a Purchase Order within the amounts\nlisted in the fiscal impact section and any subsequent change orders as subject to the\nbudget previously approved by Council/Board of Directors as part of the adopted\nand/or amended budget process, when the contracts have been signed by all parties.\n4. Authorize the Grants Division to seek grants, including philanthropic funding, to\nassist in the on-going funding of the immersive museum and art facility.\n5. Direct staff to return to Council with the March 19, 2024 staff report titled “Review\nand Consider the Art Commission’s approval of public art request for funding\napplication – Christopher Poupore Mural El Potrero Park Restroom”, which was\ncontinued to allow other art options to be reviewed by staff.
