10.6 Consideration of a Process to Facilitate and Prepare a\nStrategic Plan for The City of Bell Gardens\nConsideration of a process to facilitate and prepare a Strategic Plan for\nthe City of Bell Gardens. A Strategic Plan is a blueprint of the City’s\nmission and goals along with planned projects and objectives that will\nensure successful attainment of the mission and goals. The Strategic\nPlan will set the course for the City over a multi-year period and then\nbe reevaluated and refreshed. The process of establishing a Strategic\nPlan may be accomplished through various means, including hiring a\nspecialized consulting firm to facilitate and prepare the Strategic Plan\nor by directing staff to formulate a process and develop the Strategic\nPlan internally.\nRecommendation: It is staff’s recommendation that the City Council,\nby motion:\n1. Direct staff to issue a Request for Proposal (RFP) to Facilitate\nand Prepare a Strategic Plan; or\n2. Direct staff to prepare an internal process to facilitate and\nprepare a Strategic Plan; or\n3. Receive and File
