10.4 Discussion of Immigration Issues\nDiscussion of recent developments regarding immigration issues in\nresponse to statements from the incoming federal administration.\nImmigration issues were a large part of the discourse surrounding the\nNovember 2024 Presidential elections and the incoming federal\nadministration has openly disclosed intentions for deportation of\nimmigrants. The City of Bell Gardens values the dignity, inclusivity,\ncompassion, and respect for all residents, regardless of their\nimmigration status. The City continues to protect residents in\naccordance with California Senate Bill 54 (SB 54), sometimes referred\nto as the “Sanctuary State” law, which was signed into law and went\ninto effect on January 1, 2018, which limits the involvement of law\nenforcement and other agencies in immigration enforcement. In\naddition, the City continues efforts in the areas of monitoring federal\nimmigration efforts, outreach, referrals, and assistance to residents\nwith immigration status concerns.\nRecommendation: It is staff’s recommendation that the City Council\nreceive and file this report.

10.5 Consideration of a Legislative Platform to Advocate for The\nCity of Bell Gardens Legislative Priorities\nDiscussion on adopting a formal legislative platform for the City of Bell\nGardens, to provide a streamlined process for responding to legislative\nproposals that may impact the City. The proposed Platform identifies\nthe fundamental legislative issues deemed critical to the City, and\nupon Council approval, would allow Staff to efficiently respond to\nlegislative items at the federal, state, and local levels to ensure the\nCity’s interests are effectively represented and supported.\nExhibit 1 - 2025 Legislative Platform\nRecommendation: It is staff’s recommendation that the City Council\nby motion:\n1. 10.6 Consideration of a Process to Facilitate and Prepare a\nStrategic Plan for The City of Bell Gardens\nConsideration of a process to facilitate and prepare a Strategic Plan for\nthe City of Bell Gardens. A Strategic Plan is a blueprint of the City’s\nmission and goals along with planned projects and objectives that will\nensure successful attainment of the mission and goals. The Strategic\nPlan will set the course for the City over a multi-year period and then\nbe reevaluated and refreshed. The process of establishing a Strategic\nPlan may be accomplished through various means, including hiring a\nspecialized consulting firm to facilitate and prepare the Strategic Plan\nor by directing staff to formulate a process and develop the Strategic\nPlan internally.\nRecommendation: It is staff’s recommendation that the City Council,\nby motion:\n1. Direct staff to issue a Request for Proposal (RFP) to Facilitate\nand Prepare a Strategic Plan; or\n2. Direct staff to prepare an internal process to facilitate and\nprepare a Strategic Plan; or\n3. 9.8 Consideration of a Resolution Approving an Agreement with 72\nHour LLC, DBA National Auto Fleet Group for the Purchase of a\nVehicle Using the California Highway Patrol Cannabis Tax\nFund Grant Program (CTFGP)\nThe City of Bell Gardens was awarded an impaired driving enforcement\ngrant through the California Highway Patrol Cannabis Tax Fund Grant\nProgram (CTFGP) in the amount of $101,498.70 for Fiscal Year 2024-\n2025.
