FINANCE COMMITTEE: RECOGNIZE AND APPROPRIATE GRANT FUNDS IN THE\nAMOUNT OF $42,981 FROM THE BLACK GOLD COOPERATIVE LIBRARY SYSTEM TO THE\nDEPARTMENT OF LIBRARIES AND\nINFORMATION SERVICES’ FISCAL YEAR 2023 OPERATING BUDGET (Libraries &\nInformation Services Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California\nEnvironmental Quality Act (“CEQA”) pursuant to Section 21065 of CEQA and Sections 15060(c)(2),\n15060(c)(3), and 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required\nfor the project; and\n(2) Recognize and appropriate $42,981 from the Black Gold Cooperative Library System to\nthe Department of Libraries and Information Services’ Fiscal Year 2023 Operating Budget to support\nthe Black Gold: Stronger Together\nEarly Learning Hub Grant project.\nATTACHMENT A
